Copyright violation, this image is traced from the photograph shown i.e. here https://hauteliving.com/2015/02/boushra-almutawakel/549211/. There is no proof that the original photograph is under a free license. The previous deletion request was because it was unclear whether the uploader was the person who painted the picture - this is a different cause. Ailura (talk) 09:11, 3 May 2024 (UTC)[reply]

So you suggest that the uploader met Mrs. Almutawakel together with the photographer and painted her in the very same moment the photographer took the picture? Painting from photographs is copyright infringement, see e.g. here [2]. --Ailura (talk) 19:12, 4 May 2024 (UTC)[reply]
This is not the only source of the artwork. Painting from several sources can be done if artwork is not an exact copy of the source. We have many examples of that on Commons. Yann (talk) 21:00, 4 May 2024 (UTC)[reply]
I don't see any part of this image that could possibly be from any other source. This is clearly a copy with some very small inaccuracies from the painting process, probably even too small for being a derivative work. Your other wrong decisions should be reviewed too.
