Shooter joined [[British Rail]] in 1970 as a management trainee. He became maintenance engineer at [[Bletchley TMD|Bletchley]] in the mid-1970s, then depot manager at [[Heaton TMD|Heaton]], then moved to [[Carlisle]] as area maintenance engineer. During the [[privatisation of British Rail]] he headed up the M40 Trains [[management buyout]] consortium that was awarded the Chiltern Railways franchise. Shooter was the first managing director of that franchise in 1996, and went on to become its chairman.
