The Secretariat of the President of Ukraine ([Секретаріат Президента України, Sekretariat Prezydenta Ukrayiny] Error: {{Lang-xx}}: text has italic markup (help)) or unofficially Bankova (Банкова) is an administrative body set up to assist the President of Ukraine, Ukraine's head of state. The main purpose of the Secretariat is to provide administrative, advisory, analytical, and legal assistance to the President. The Secretariat arranges communication and official statements between the President and the Ukrainian parliament the Verkhovna Rada, the Cabinet of Ministers, the Constitutional Court, local government bodies, and other institutions.

Overview

After Ukrainian independence from the Soviet Union, then President Leonid Kravchuk established the Administration of the President of Ukraine (Ukrainian: Адміністрація Президента України) on December 13, 1991 as an advisory body to the President. The Secretariat is headquartered on No.11 Bankova St. in Kiev. Under President Yushchenko, the administration was reorganized into the Secretariat on January 24, 2005 in accordance with Clause 28 of Article 106 of the Constitution of Ukraine.[2][3]

The Secretariat is composed of the Head of the Secretariat, the first Deputy Head, Deputy Head, the President's spokesperson, advisers to the President, and the President's representatives in the Verkhovna Rada, the Cabinet of Ministers, the Constitutional Court, and representatives of the President in other departments.

Head of the Secretariat

On May 19, 2009 President Yuschenko accepted the resignation of Viktor Baloha[4], the same day Vira Ulyanchenko was appointed as head of Ukraine's presidential secretariat.[1] In an interview with Ukrayinska Pravda of May 16, 2009 then Head of the Secretariat Victor Baloha (a member of the United Centre Party[5]) claimed that he sent in his resignation from the post "as early as month ago, when I was on vacation...now it’s up to the President to decide”.[6] Baloha resigned as he did not agree with the decision of President Yushchenko to run for a second term[7] and accused Yushchenko of nepotism when appointing people on state posts.[8]

Other (noticeable) formers Head of the Secretariat are Volodymyr Lytvyn & Viktor Medvedchuk.
