There is no such a portfolio "improvement of government services" or "imtelligence & atomic energy". There are ministers who were given the responsebility for these issues, but they have no portfolio. According to th Israeli law, they are considerd as ministers without portfolio, and the PM and/or the government decides what issues will be given to them. Itay
