Upper limit

When this category was created in 2008, it had "under age 18" as an upper limit. In September 2013 an anonymous editor changed it "under age 21" with no noted reaction.

However, while "age 21" does have some significance (drinking alcohol in the USA, stand for election in Ireland, etc.); age 21 is neither the common understanding of the end of childhood (generally the beginning of puberty or becoming a teenager), nor the legal end of childhood (i.e. the Age of Majority, generally age 18).

To avoid the whole issues of child/tween/teen—and to exclude adults from the category—I changed it to Age of Majority (i.e. age 18).
