Use-cases

Since version 4.0, derivative works are allowed but must not be shared

This seems to be contradictory to be the opposite of what is officialy stated

That statement is for the 'ND' versions of the licence, but you've linked to the more permissive CC-BY-4.0. Specifically, all ND versions of the licence restrict the creation and distribution of derivatives, but CC-ND-4.0 et al permit derivatives for personal use so long as they are not distributed.
