Dear Sir, please kindly unblock our IP. Our IP has been range-blocked by an admin for the following reason (quoted from the block information page): Information about the block: account creation from this IP address (137.132.250.14) was blocked by KrakatoaKatie, who gave the reason {{blocked proxy}}: <!-- 443 -->. Our IP is from a university in Singapore, and our students have been contributing actively and constructively to Wikipedia. The range block does not only prevent editing of Wikipedia articles, but also prevent account creation, which effectively prevents students using computers in our campus, many of them are constructive editors, to edit Wikipedia. Thank you.

Note/update: several users notified us that the block not only affected anonymous users / unregistered users and preventing creation of new accounts, but also for prevented previously registered users to edit Wikipedia. Furthermore, the block bars users behind our IP to post [unblock] tag in their usertalk pages, because editing of usertalk has also been blocked.   Done - From this and other reports, it seems to me that this is an 'anonymous proxy behind normal proxy' case - that is, many students and/or workers from the university are behind a provider proxy, and one or two of them function as an open proxy. I'm writing here to request global blocks for these 2 IP ranges, having consulted the editors who told me about their vandalism both on-wiki and off-wiki, and was recommended by other sysops of both zh.wp and en.wp in recent Wikimedian meetups to request a global block here.

These two IP ranges belong to a mobile operator in mainland China, and the IPs are rotated between users in the range, as is common with internet operators in Southeast Asia. Over the past year, there had been significant cross-wiki content vandalism from these IP ranges, most notably on zh.wp and en.wp. The vandalisms, although originated from multiple IPs within the range, show enough similarity to make involved editors and sysops believe they are done by the same person. On zh.wp User:Wrightbus placed a half-year block, anon-only, on these IP ranges in September[1][2]; on en.wp I placed blocks of increasing lengths on the same IP ranges, again anon-only,[3][4] and each time the vandals came back once the block expires. I tried to edit a French Wikipedia page, and I got the following error message:

Vous n’avez pas la permission de modifier cette page, pour la raison suivante : Votre adresse IP a été bloquée sur l’ensemble des wikis par Shizhao (meta.wikimedia.org). Le motif indiqué était « Open proxy ». Blocage : expire le 25 octobre 2011 à 10:27.

The same happens on any other Wikipedia.

I'm logged in through the National University of Singapore network, not using any proxy or whatever.

First, this may seem a little strange that this whole university is blocked on all Wikipedia websites! This represents more than 31,000 students, plus staff! Second, why are even logged in users not able to edit? I really don't understand this latter part. I'm used to edit and improve Wikipedia, I created many pages, improved many others, added a lot of pictures… (see Lee Woo-jin) I don't understand why I can't do it from where I want to.

I can't even do what's suggested:

To request unblock, visit your talk page and add the text { { unblock|global block — REASON } }. Replace "REASON" with the reason for requesting unblock.

When trying to edit my own talk page, I get the same error message! Please do something, this is extremely boring.

After publishing my full name on twitter, linking it to my nickname, misusing my real name on IRC (freenode), joining at least the #wikipedia-nl channel, making at least 5 accounts on at least 3 projects linking my name, my home-address and my nickname (using proxies), using several proxies/mobile internet ip's to place my real name on my talk page and user page on nlwiki_p. I request immedeate block and lock of this user. This person is sick and I don't feel safe with a stalker like that on WikiMedia-projects. Why did he do this?   Comment I would like to see a RfC about this. As I saw on nl.wiki, there are edits of Abigor on the CU request page (here and here the reasons) which have been removed by another admin as personal information/data. Those edits are maded under his own username. As I can´t see the content, I don´t want and can´t judge. Things outside of foundation projects, should stay there where they are. Abigor has request a comment of other admins on the noticeboard, but IMO this is a thing which should be decided by stewards even if they shouldn´t decide per policy.--WizardOfOz talk 19:14, 13 December 2010 (UTC)
Stewards will decide what to do with this request, but IMHO it's obviously inadmissible (although I assume good faith and that Samurai8 didn't know what he was asking): you can't expect a crosswiki contributor to be locked if he hasn't been blocked anywhere, and the matter should be discussed on at least one local project before. Sumurai8 can open a RfC instead if he wants, but he's strongly encouraged to describe facts and be specific, and to avoid judgments and personal attacks like "stalker" and "sick": more edits like this could indeed bring to a block on Meta (and in his contribution history I see several edits which I don't understand to Abigor-related pages). --Nemo 22:28, 13 December 2010 (UTC)

Unfortunately Huib misunderstands this block on nl-wiki. He is blocked for posting a link on nl-wikipedia here which shows a screenshot of a checkuser Huib did on another user from nl-wiki (Sumurai8) on a private wiki-like project of his. This is considered a privacy violation. Additionaly it was mentioned that by this posting he imported a conflict from outside (this private wiki-like project and his quarrels with Sumurai8) to nl-wikipedia, because he used this screenshotlink to support his case on nl-wiki. We warned you when you made this guy administrator here, but too many of you would not look into his history. He has caused a lot of damage all over the foundation's projects, under a number of accounts, as well as everywhere else he goes. Global IPblock excempts only work with global blocks. I would recommend that you request your local project for the IPBlock Excempt bit and see if that works for you. if that doesnt work, request for Global IPBE in the stewards requests page --Jyothis 05:21, 26 December 2010 (UTC)

This is the page for it, but I would ask you to try to get the Local IPBE first and see if that works. As far as I can see, You are only active in two wikis with this account. I put a request on en.wiki on september to get excemption from IP Block, but the request taken was unable do that, due to his limited knowledge..after that i changed my location and deleted the request, as it was not considered En Wiki-Diff. Hello. Shizhao did not blocked you directly but rather the IP address because Your IP address seems to be an open proxy. Editting through open proxys is forbidden because they can be easyly abused. All of them have been locally blocked at chr.wikipedia & globally locked except Xiaoqiang which is not a global account and thus can't be globally locked.
