@Ppiioottrr: I think I know what went wrong here. Looks like Cyberpower678 forgot to disable the creation of redirects when he renamed the old account, so a redirect was created from Dyskusja_wikipedysty:Ppiioottrr to Dyskusja_wikipedysty:Ppiioottrr~plwiki. That redirect probably prevented Dyskusja_wikipedysty:Piotrjutkiewicz from being moved to Dyskusja_wikipedysty:Ppiioottrr. Oh dear, looks like I shouldn't have told you to edit that redirect page. You will have to ask a local admin to delete Dyskusja_wikipedysty:Ppiioottrr and then move Dyskusja_wikipedysty:Piotrjutkiewicz to Dyskusja_wikipedysty:Ppiioottrr. That may be well and true for you, but users of other wikis may take exception to a blocked user being renamed, especially since you seemed to have an issue with sock puppets on the english Wikipedia. Also the target username you requested is taken. Your rename can simply not be done as this request currently stands. I'm not much familiar with wikimedia practices. I was redirected here from c:User talk:Rehman#Request: merge users, please. If it were possible to run Special:UserMerge with
       Old user (merge from):  Ale2006-from-en
       New user (merge to):    Ale2006
that would do it. If the tool was removed, requires too much verifications, or that cannot be done for whatever reason, I'll wait. I'm aware that could mean waiting forever. Meanwhile I'll continue to use the old name, except if asked to do otherwise. I don't know why the need arose to use a global user-id.
