Sorry, I was already handling this and went ahead without noticing these new messages. The existing username is actually User:Amandanp, which was misread as "Amandan" by the renamer who denied the request through the form. The account "Amandanp" is 7 years old and has no significant contributions. In a similar occasion I was told that usurpation is unnecessary when usernames don't perfectly match and are still easily distinguishable. Since DeltaQuad has privileged access and is already well-known as "AmandaNP" on Wikimedia projects, I think that the user "Amandanp" will be forced to rename their account anyway if they ever return. But many years ago I created account https://www.mediawiki.org/wiki/User:Alexey_Vazhnov and later it was converted into global account, so now I can't rename myself by https://meta.wikimedia.org/wiki/Special:GlobalRenameRequest.

Thanks @Alsakan:, and it's one choice but with two phases, that:

  1. Usurp StellarHalo@commons to StellarHalo (usurped)@commons
  2. Move Alsakan@commons to StellarHalo@commons
  3. Move StellarHalo (usurped)@commons to Alsakan@commons
