Thanks for the information. Looking at the discussions I fully understand why dewiki wants the name changed. Still I would like to see input from the enwiki admins, considering they are blocked indefinitely and also recently had an unsuccessful, unanimously opposed unblock appeal. They were banned by the community on enwiki, but I don't think that needs to disqualify them from a rename. The rename policy states that a user can't seek a rename to conceal or obfuscate bad conduct, which doesn't appear to be the case here. Ingenuity (talk) 22:17, 1 February 2024 (UTC)

As no one here nor on enwiki seems to be against it, I plan to place this on hold. However, the target account was registered only one and a half years ago, but have still made no edits, so it's a bit borderline. I will let other renamers decide first. EPIC (talk) 22:29, 1 February 2024 (UTC)

@EPIC As a GRN: getting this User Name changed is important for our dewiki-community, especially after administrators closed discussions / reports about the username with a link on this rename request.   You can check using Special:CentralAuth - if it doesn't give any results, the name isn't in use. EPIC (talk) 15:36, 2 February 2024 (UTC)

  Thanks. I emailed the current User which had 0 Edits and no logins for several years as far as I see and asked him if he wants to give up its username. How is our policy for non-used usernames?   @CommanderWaterford, according to the instructions at the top of this page, renamers are the ones who will notify the target accounts. So, please do not send any emails or messages on your own.   Thank you but this that does not answer my question: Why is it not possible to take over the desired account? It is by no means used; there are no logins whatsoever.   As mentioned above; you were community banned, so it's less appropriate to usurp an existing username in that case (and also the target user registered only in 2022, and we usually do not usurp usernames that new). EPIC (talk) 09:02, 5 February 2024 (UTC)

  @CommanderWaterford nope. There are two problems with that:

  1. normally we only usurpate account which didn’t edit for many years - your requested account is only two years old
  2. you are blocked in enwiki. That is a big concern for Renamers and gives you a bad negotiating position.

  As far as I see this is WMF not EN Wiki, am I right? And I am not negotiating; I am asking politely if there are other rules for me in place than for other Wikipedians globally just bc of a com ban of one project 3 years ago. I cannot deal with "less likely" - either there are rules and policies in place or there are not (which seem to be the case, unfortunately). The existing user did 0 Edits, 0 Logins since their registration. And as you perhaps can imagine, I have less than ZERO interest in getting back involved in the EN Wikiproject any time soon, be assured.

@KirillQQ, I noticed the target user made 2 valid edits in the articlespace just 3 years ago, so I'm leaning towards not usurping it. However, if we decide to go ahead, we need some information to confirm that the original user is no longer with us. I've just checked the email and the links provided. From what I could see by combining it all, a Ukrainian user who did indeed have the nickname "Artur Random" on other sites had passed away. Thus it's probably the same user, and I don't really have a problem with usurping in that case as the user only made three edits, two of which were small edits in ns-0 and one edit which was a post on a user talk page. I hope I got this right, but if I misunderstood and all this has nothing to do with the target user, and instead you meant that the username matches your friend's nickname, and you want to take it over.
