List of steps to reproduce (step by step, including full links if applicable):

Go to page https://pt.wikipedia.org/wiki/Special:ContentTranslation
Click on the notification icon to open the notification popup

What happens?:
All items have an underline, as in this screenshot:

What should have happened instead?:
The list of notifications should not have all items underlined. The error does not happen if I open the popup from https://pt.wikipedia.org/wiki/Especial:Blankpage.

Tested using Brave browser, Version 1.28.106 Chromium: 92.0.4515.159 (Official Build) (64-bit)

Presumably caused by something in the ContentTranslation CSS.

Looking at the CSS of <a class="oo-ui-widget oo-ui-widget-enabled mw-echo-ui-notificationItemWidget">,
https://pt.wikipedia.org/?debug=true loads https://pt.wikipedia.org/w/load.php?debug=1&lang=pt&modules=skins.vector.styles&only=styles&skin=vector which defines text-decoration: none; for a elements,
while https://pt.wikipedia.org/wiki/Especial:ContentTranslation?debug=true does not load that style URL (so the default text decoration for links is an underline).
