Description

As discussed in this CR, adding an option like --exclude-rebooted-after=2024-06-04T11:22:33Z to SREBatchBase in sre/__init__.py that would be used in SREBatchRunnerBase's _hosts method would help with starting and stopping long running batch reboot cookbooks.

I think we should rather base this on a given kernel version? Seems more robust than a given date.
