Keir Starmer was born on September 2, 1962, in London, England. He attended Reigate Grammar School, which became an independent school while he was a student there.

Keir Starmer studied law at the University of Leeds, where he graduated with a first-class Bachelor of Laws (LLB) degree in 1985. He continued his studies at St Edmund Hall, Oxford, obtaining a Bachelor of Civil Law (BCL) degree in 1986.

Keir Starmer was called to the Bar in 1987 at the Middle Temple. He specialized in human rights law, co-founding Doughty Street Chambers in 1990, which became one of the leading sets of chambers in the UK.
