For links to Wikimedia Commons - link to the (highest-level applicable) category where available, otherwise, a specific image.
e.g. use:
wikimedia_commons=Category:St Paul, Birmingham
or
wikimedia_commons=File:St Paul Birmingham from south PP.jpg
Note: You should also use a Wikidata tag. While Commons tags are, strictly, redundant to Wikidata tags, some people prefer the human-readable Commons values. Allowing users to enter Commons tags means a script can later add the Wikidata equivalent.
