The Humber LEP and the four local authority partners – East Riding of Yorkshire Council, Hull City Council, North East Lincolnshire Council, North Lincolnshire Council – signed the Hull and Humber City Deal on 13 December 2013 with Cities Minister Rt Hon Greg Clark MP.
City Deals are transactions between Government and local areas to drive economic growth. They allow cities and their wider areas to do things differently in return for improved outcomes.
Hull and Humber was invited to participate in “wave two”, along with 19 other areas, and submitted an expression of interest in January 2013.
City Deals are not about money, but Hull & Humber has been successful in attracting funding from several parts of Government – in addition to the core policy measures.
Our deal maximises the opportunities linked to the growth in the offshore wind and green energy sectors by equipping local people and businesses to take advantage of these opportunities.
The deal includes:
- Humber Centre of Excellence for Energy Skills – 5 Humber colleges will work together to improve their facilities using £1.245m skills capital funding matched by £1.9m from local colleges to build on what is already there to become a centre of excellence.
- The government will support an additional 1,500 adults to take up relevant courses over 3 years, with 760 additional people qualified to level 3.
- The Humber will be the national pilot of a payment by results programme that will incentivise training providers for helping people into work.
- To target Youth Employment a Springboard Programme to reduce youth unemployment across the Humber, encourage increased investment in skills by local employers through a Humber Skills Fund and improve careers information and advice through a Humber Careers Hub. This has seen a commitment of £5.5m from the Government.
Business and innovation support
- The Hull and Humber City Deal will deliver funding for the Humber LEP’s Growth Hub programme, engaging with up to 3,000 businesses and providing intensive support to 500 creating 400 jobs. This has seen £2.5m committed by the government via the Lancaster University RGF4.
The Hull and Humber City Deal has gained commitment from government agencies to supporting the development of a Humber Spatial Plan and mitigation/compensation plan, and create a Humber Environmental Data Observatory as part of measures that will reduce the time and make it more cost effective for investors to come to the region while supporting the sustainable development of the Humber.
