Full Job Description

We have an exciting opportunity to join our recently redefined Home Improvement Team, where we have created a structure which enables staff to develop and build a career.

Home Improvement is part of the Council's Home Environment Assessment and Response Team (HEART) and plays a vital role in ensuring that residents across Warwickshire have access to grants and facilities to adapt their homes to support living in an accessible, healthy and safe environment.

To complete our newly structured team we are recruiting to:

A HEART Technical Officer level 2.
and
A HEART Technical Caseworker Level 1.

Both these roles offer training and development opportunities, agile and flexible working arrangements, a car parking permit and payment of a professional fee.

The HEART Technical Officer is responsible for carrying out inspections of properties in response to service requests made in association with Housing Renewal and Financial Assistance Policies and other programmed work of the section and will design schemes of improvement, repair and adaptation tailored to meet the specific needs of individual clients.

The HEART Technical Caseworker Level 1 will assist other roles within the team in inspections of dwellings and work associated with schemes of adaptation. This is a development position with opportunity to develop skills required for a Technical Caseworker level 2.

The HEART Technical Officer will

  • Carry out more complex inspections of dwellings.

  • Design schemes of improvement, repair and adaptation.

  • Provide technical advice and assistance to other staff within the HEART and Private Sector Housing Team.

  • Work with architects, occupational therapists; Housing Assessment Officers and other professionals to provide schedules of work.

  • Assist clients with arrangements for the works to be completed.

  • Work with contractors to deliver on various schemes of adaptation.


  • With training the HEART Technical Caseworker Level 1 will:

  • Assist in the inspection of properties.

  • Give general advice and/or apply the current legislation with regard to housing renewal and the financial assistance made available by the Council.

  • Assist in the implementation schemes of adaptation, improvement or repair matching provision to meet the specific needs of clients and their property.

  • Develop the skills to provide schedules of work and where required drawings and specifications.

  • Assist clients with arranging for the works to be completed.

  • Assess the means of the client to contribute to the cost of the works.

    A BTEC HNC level 4 Building or equivalent qualification and have or be willing to obtain a Certificate in Housing Health and Safety Rating.

  • Experience of working within a housing inspection environment and having previously conducted housing surveys/inspections.

  • Ability to Identify and reduce potential risks within the home environment and to protect the health and wellbeing of customers.

  • To work under pressure and deal with individuals or situations that can be emotive and demanding.

  • Ability to read and prepare technical drawings.

  • Excellent communication and numerical skills.

  • To travel around the districts across Warwickshire and have a current driving licence and access to appropriate motor transport or other appropriate means of travel.


  • Appointment to the HEART Caseworker Level 1 requires:

  • Experience of working within a client based/service provision environment.


  • 4 GCSEs at grade C or above (or numeric score of 4/5 under newly reformed GCSE grading), including maths or English.

  • Ability to learn technical drawing related to housing.

  • Ability to learn how to identify housing defects.

  • Required to travel around the districts across Warwickshire.

  • To have or willing to obtain a current driving licence and access to motor transport or other appropriate means of travel., This post is covered by the Fluency Duty, as outlined in the Code of Practice on the English language requirements for public sector workers.
