Full Job Description

We are looking to recruit a Operational Services Manager to join the Specialist Children's Health Services Unit, based at University Hospital Wishaw (Netherton House).

This is an exciting opportunity to work with a team who is committed to improving services for children and young people in Lanarkshire.

The successful candidate will be responsible for leading 3 key areas of work and for supporting the General Manager to deliver others.

Duties will include:

  • Leading on commissioning/decommissioning/operational management for office moves, building closures, service developments for the Health & Social Care Partnership i.e. integrated rehabilitation teams and management of archive records.

  • Leading person for Localities & Hosted Services, to meet governance and statutory requirements e.g. Health & Safety, business continuity Co-ordination, Mass Casualty, Information governance, management of locality and hosted services admin staff ensuring all relevant HR procedures are adhered to e.g. Grievance/Disciplinary, Recruitment Management and sickness Absence.

  • Ensuring that locality premises are fit for purpose and meet strategic and statutory requirements. To develop business cases for individual projects (e.g. minor capital) and implement projects that are approved (e.g. demonstrator project, eESS, Turas and iMatter).

  • Managing and co-ordinating Fire Safety Training for all groups of staff across the Localities., Please check your e-mail regularly (including junk folders) and also your Jobtrain account for updates

    From 1 April 2024, the working week for NHS Agenda for Change workers in Scotland will be reduced. Full-time hours will reduce from 37.5 to 37 hours (pro rata for part-time staff) without loss of earnings.

    NHS Lanarkshire will implement this change but it may not be possible to fully transition from 1 April and there may therefore be some areas of the organisation where implementation may take longer. If the department is currently unable to safely accommodate the reduced hours from 1st April, you may be required to work 37.5 hours per week until the department can meet the requirements without impacting patient safety - you will, of course, be remunerated accordingly. NHS Lanarkshire is committed to full implementation of the 37 hour working week across all areas as soon as it is safe to do so.

  • Educated/Operating at degree level in Administration/Business Management/Public services or equivalent

  • Post Graduate qualification or equivalent experience.

  • Evidence/experience of Project Management

  • Significant knowledge and experience of commissioning/decommissioning

  • Experience of managing performance standards and contributing to improvements in patient services and staff governance.

  • Significant experience of leadership and team working

  • Experience of financial management

  • Proven staff management experience

  • Experience of project/programme management at a strategic level

  • Significant experience and understanding of Health & Safety regulations in the Workplace e.g IOSH Certificate, Asbestos Certificate, Risk Assessment training.

  • Loggist training to facilitate Health & Safety, Mass Casualty and Business continuity.

  • Leadership and development programme

  • Managing poor performance training

  • Managing difficult people training

  • Coaching Skills

  • Sickness Absence training

  • Competency and Value Based Interview Skills training.


  • It would be great if you also have:
  • Formal management qualification and/or evidenced experience in an operational leadership role

  • Experience in contributing to and/or leading service improvement associated with redesign

  • Public service background in care delivery

  • Experienced in using data to support management of admin and environmental resources

  • Experience of operationally managing staff and being able to manage this resource effectively in consideration of known or emergent risks

  • Experience of working within a HSCP arena

  • Evidenced experience of operational support capable of supporting service redesign

  • Clear understanding and experience of scope of role and what it can deliver within the timescale: -

  • Administration Review

  • Environmental capacity Review

  • Admin workforce role development plan

  • Experience of a wide range of administrative systems

  • Experienced in use of workforce systems

  • Excellent Leadership and interpersonal skills to support effective negotiation, influencing, involvement and encouragement

  • Ability to compose clear and accurate reports

  • Ability to plan, prioritise and coordinate a range of complex activities in relation to operational management and service development.
