We are in search of a Rail Safety Assurance Manager to join the LCST Team at our Bristol office.

The Rail Safety Assurance Manager is responsible for overseeing and ensuring the safety and compliance of 3PL (Third-Party Logistics) providers managing rail transportation activities.

This role requires an in-depth understanding of rail logistics, safety regulations, supply chain management, and vendor management. The primary objective is to ensure that 3PL providers deliver safe, compliant, and high-quality rail transport services that meet or exceed company standards and regulatory requirements., Vendor Management and Coordination:

  • Act as the main point of contact between the company and 3PL rail service providers with a focus on safety compliance

  • Establish and maintain strong relationships with 3PL providers to ensure alignment with company safety goals and standards

  • Conduct regular meetings and safety performance reviews with 3PL providers to ensure compliance with safety regulations


  • Safety Performance Monitoring and Assurance:
  • Develop and implement key safety performance indicators (KPIs) to assess the performance of 3PL rail services

  • Monitor 3PL compliance with contractual agreements, safety service level agreements (SLAs), and regulatory safety requirements

  • Conduct regular safety audits and assessments of 3PL rail operations to ensure adherence to safety standards and regulations


  • Operational Safety Oversight:
  • Monitor the scheduling, routing, and tracking of rail shipments with a focus on safety to ensure compliant and secure delivery

  • Coordinate with internal stakeholders, including logistics, supply chain, and safety teams, to ensure smooth and safe operations

  • Address and resolve safety-related operational issues and discrepancies promptly


  • Continuous Safety Improvement:
  • Identify areas for improvement in rail logistics safety processes and work with 3PL providers to implement solutions

  • Develop and promote best practices in rail safety logistics to enhance service quality and operational safety

  • Lead initiatives to streamline rail transportation processes to improve safety and reduce risks


  • Reporting and Documentation:
  • Prepare regular reports on the safety performance of 3PL rail activities, highlighting key metrics and areas for improvement.

  • Maintain accurate records of all safety interactions, agreements, and performance evaluations related to 3PL providers.

  • Ensure all documentation is up-to-date and compliant with industry safety standards and regulations.


  • Risk and Safety Management:
  • Identify potential safety risks in the rail logistics supply chain and develop mitigation strategies

  • Ensure 3PL providers have adequate safety contingency plans in place for disruptions in rail transport services

  • Monitor and address any safety or security concerns related to rail logistics operations


  • Key Objectives:
  • Safety Compliance: Ensure that all rail transport activities conducted by 3PL providers meet or exceed safety and compliance standards

  • Quality Assurance: Maintain high standards of quality in rail logistics operations while prioritising safety

  • Timely Delivery: Guarantee the timely and accurate delivery of goods via rail, with a strong emphasis on safety

  • Regulatory Compliance: Ensure 3PL providers comply with all safety-related contractual, legal, and regulatory requirements

  • Continuous Safety Improvement: Drive continuous improvement initiatives to enhance the safety, efficiency, and reliability of rail logistics operations

    Preferred Bachelor's degree in Supply Chain Management, Logistics, Safety Management, Business Administration, or a related field

  • Strong experience in logistics and supply chain management, with a focus on rail transportation and safety compliance

  • Proven experience managing third-party logistics providers


  • Desired Skills:
  • Strong knowledge of rail transport safety regulations, standards, and best practices; previous interaction with the Office Road & Rail (ORR) is highly desired

  • Would suit someone from an operational background

    The Logistics Commodities & Services Transformation (LCST) Programme for the UK Ministry of Defence is a critical effort to enhance and improve the UK's defence supply chain.
