Full Job Description

The Reward team covers everything to do with pay and reward for delegated grades and Senior Civil Servants (SCS) including but not limited to:

  • Annual pay awards

  • Senior Civil Service pay

  • Specialist pay

  • In-year recognition (through our Local Recognition Awards Policy and Thank you Voucher Scheme)

  • Employee benefits plus our Employee Value Proposal (EVP)

  • Pensions (Civil Service Pensions and Rail Pensions)

  • Reward partner to departmental sponsors and shareholders of our arms-length bodies


  • As Reward and Benefits Manager in you will have a central role in the direction, delivery, oversight and continuous improvement of the Department's reward, in-year recognition and benefits policies.

    Your role will support and advise the senior leadership team on the future benefits and reward strategy, including taking a lead on the implementation and management of the contract for the Department's benefit provider.

    You will lead on the management and development of the Department's non-pay benefits offer through our third-party benefits supplier. You will work closely with payroll, suppliers, commercial and finance colleagues to deliver a quality range of benefits to our staff. You will also have opportunities to work directly with business areas to promote our benefits offer alongside other pay and reward policies.

    You will be the policy lead for the Department's in-year recognition schemes (Local Recognition Awards (LRA) and Thank You Voucher schemes).

    This role incorporates line management responsibilities alongside complex leadership challenges working across different professions, organisations and sectors to influence colleagues and stakeholders. This will predominantly be in the work outlined above and responsibilities below, but also include opportunities to deliver reward solutions through supporting the Grade 7 Reward Lead with strategic problem solving and policy development.

    Responsibilities

    Include, but not limited to:
  • Leading on the Department's in-year recognition schemes (Local Recognition Awards, LRA, and Thank you Voucher schemes). This includes both maintaining overseeing day to day operations and identify opportunities for continuous improvement.

  • Business as usual contract management of the main employee benefits contract and third-party suppliers.

  • Leadership of the team including line management and budget management.

  • Reviewing opportunities for the implementation of new pay and reward improvements.

  • Providing complex advice and assurance on a range of relevant pay and reward matters, to ensure decisions are made which are in line with Department for Transport policies, that manage risk appropriately, and are in line with Treasury or other public sector frameworks., We'll assess you against these behaviours during the selection process:

    To be successful in this role you will be an experienced leader, taking others on the journey to achieve a common goal. You will have the curiosity as well as the willingness to learn the subject area. You are an experienced HR professional working with experience of Procurement and Contract Management, and/or project management expertise.


  • You will have strong numerical skills and ability to analyse data including financial information. You will have the ability to deliver at pace, managing a dynamic work load effectively, whilst delivering a high-quality output and having strong attention to detail.

    You will have outstanding communication skills with the ability to confidently communicate information to a range of colleagues and stakeholders. You can build effective relationships with others and will have the ability to work collaboratively across a range of stakeholders.,
  • Experienced leader, ability to bring colleagues together around a common goal and working with different viewpoints and priorities.

  • Excellent communication (written and verbal) skills, with the ability to confidently communicate information to a range of colleagues and stakeholders.

  • Ability to build and maintain strong and collaborative working relations with colleagues, external parties (which will include third-party suppliers) and stakeholders.

  • Experience as a HR professional, in Procurement and Contract Management, and/or project management expertise., Successful candidates must undergo a criminal record check.
