The Council is looking for an experienced mechanical services engineer who is both able to take on the design of a mechanical services project and oversee the contract during its installation, whilst possessing the ability to investigate reactive mechanical emergencies and diagnose both temporary and permanent fixes for the maintenance issue(s) discovered as required.

The post is also expected to lead a small team within Property Services incorporating a senior electrical services engineer, a senior property compliance officer and a property programme officer, as well as manage any external mechanical services consultants commissioned to help on delivering specific works as required.

Property Services are currently within the Property & Assets Directorate.

About us
Property Services are the team within the Council's Property & Assets Directorate that look after Property Maintenance (Hard FM). It is basically split into two sub-teams - a) Planned Maintenance & Projects (within which this post is located reporting to the Planned Maintenance & Projects Manager) and, b) Reactive Maintenance & Contracts (whom the post will also be expected to frequently interact with). The responsibilities within the Hard FM workload are split functionally as dictated by the Council's Capital & Revenue budgeting, but through necessity a great deal of interaction is expected between the two areas of Planned & Reactive Maintenance due to the nature of Property Maintenance.

The Planned Maintenance & Projects team is responsible for delivery of the Council's annual planned maintenance programme, which includes a high percentage of mechanical engineering works, as well as a number of one-off minor works commissions. The Reactive Maintenance & Contracts team is responsible for providing a reactive maintenance facility for the Council's built estate as well as delivering all of the Council's PPM (planned preventative maintenance or servicing) regime through specialist contractors.

About the role
This is both a challenging and rewarding post as the Council's built estate incorporates the whole gamut of local authority building types from Schools through to Farms on its agricultural estate. In all there are approximately 750 operational properties within the portfolio that you will be directly involved with as part of the Property Services team.

For many years the Council has commissioned external mechanical service engineers to carry out the majority of its mechanical contracts for them but feel it was time to reinstate an in-house specialism to sit alongside its existing in-house electrical services presence so that it can rely on an unbiased in-house specialist view with regard to contractors and consultants alike. This post will also enable the Council to work more flexibly.

The role is a challenging but professionally very rewarding one. The Council is looking for someone who possesses all the technical abilities required of a professionally qualified Mechanical Services Engineer and is also sufficiently experienced with the ability to problem solve for themselves, diagnosing issues found on site with both intelligent and workable resolutions. Because of the wide variety of building types to be found with the Council's built estate this should be attractive and rewarding to applicants wanting constantly different professional challenges on a daily basis. Applicants should also be able to take on the additional responsibilities of looking after a small team., To oversee delivery of the Council's mechanical services' programmes of
planned maintenance works on behalf of the Planned Maintenance & Projects
Manager.
- To act as the commissioner and monitor of any external consultants employed
in the delivery of Planned Maintenance projects.
- To be able to personally design and oversee individual mechanical services
maintenance works packages through to completion.
- To act as the Property Services lead on mechanical services queries
emanating from both the Planned Maintenance and Reactive Maintenance
teams as well as deal with more general enquiries from the wider Council.
- To lead a small team of fellow property professionals within the Property
Services team.
