Full Job Description

The role works across business functions to support long term fleet planning and delivery activities. In particular, the role manages the development, upkeep and approval of Porterbrook's Platform Strategies; the development and upkeep of Heavy Maintenance (HM) cost models (including the Fleet Quality Plans (FQPs) and the Whole Life Maintenance Plan (WLMP)); the development of annual fleet budgets; and to support HM pricing activities, Safety and compliance

  • Undertake your work in compliance with Porterbrook's processes and procedures

  • Comply with Porterbrook's safety and quality policies and guideline


  • Project Delivery
  • Ensure that the activities and projects allocated to you (or those that you are part of the project team) are managed to deliver their time, cost and quality objectives

  • Undertake regular reviews of your activities and projects as required by your line manager or the Project Manager. Monitor overall performance and provide robust forecasts on time and cost where required

  • Ensure all information, relevant to the activities and projects that you manage and/or support, is shared within the business in a timely manner and saved on the company filing systems in accordance with agreed processes


  • Platform Strategies
  • Consult and collaborate across the business to coordinate and document the key technical and commercial aspects for all of Porterbrook's Platform Strategies

  • Support the ongoing management and development of the Platform Strategies in accordance with the Porterbrook process

  • Manage the Platform Strategies thorough their approvals process, ensuring all comments and concerns are addressed and/or logged

  • Ensure that the key issues identified in each approved strategy are clearly documented and communicated to the relevant delivery team


  • HM Event Cost Models (FQP/WLMP updates)
  • Manage and support the cost review process to maintain up-to-date estimates for Porterbrook's future HM events

  • Manage and support the 6-monthly FQP/WLMP budget update process in accordance with the business process

  • Support the Fleet team in resolving funding issues associated with HM events


  • Opex and Capex Fleet Budget process
  • Work with the Platform Engineers and Heads of Fleet Services to develop business cases to secure funding agreements for technical initiatives proposed in the annual budget

  • Progress the business cases through to conclusion and provide feedback to the Fleet Services teams on the outcomes


  • HM Event Pricing
  • As requested by the Investment team, provide indicative cost estimates for HM events to support re-lease bids and proposals


  • Other Duties
  • Support the Senior Manager Services Development with departmental matters as agreed

  • Carry out other departmental duties as required by the Senior Manager Services Development from time to time


  • Skills, Knowledge and Expertise
    General Requirements
    General requirements are for an engineer with a strong rail background, having a broad knowledge and experience of the rail industry.

  • Railway engineering knowledge, ideally possessing or working towards Chartered Status

  • Degree, HNC or equivalent in Mechanical or Electrical Engineering, or an equivalent level of development in a comparable professional area


  • Knowledge:
  • Knowledge of railway industry rolling stock, organisation and stakeholders

  • Previous experience of working with rolling stock in an engineering capacity, such as fleet or technical management

  • Awareness of safety cases, certification issues, railway risks and group standards

  • Ability to understand and comment upon fleet and engineering plans and strategies

  • Knowledge and understanding of vehicle maintenance and overhaul requirements

  • A knowledge of contracts and/or lease agreements is desirable


  • Key skills:
  • Ability to communicate clearly with persons at all levels

  • Strong collaboration and team working skills

  • Financial and budget awareness

  • Strong report writing, presentation skills and computer literacy

  • Ability to organise and prioritise deliverables with a dynamic and diverse workload while maintaining quality of output

  • Confident in working independently and within small teams

  • Diligent, conscientious and proactive approach to work
