POSITION TITLE: Chief Talent Officer

REPORTS TO: Superintendent

SUPERVISES: Human Resources Specialists, Recruiters, Substitute Teachers

Position Summary

Provide equity-centered leadership and direction to attract and retain diverse skilled, culturally-competent and productive employees. Provide organizational leadership in all areas pertaining to employee relations. along with planning, implementing, evaluating , communicating, managing and administering the day to day functions of the talent office including recruitment, selection, staff data and systems including federal and state reporting, substitute teachers, hiring, personnel issues, retention, labor relations, compensation, performance appraisals, working conditions, discipline, licensure, compensation, workers compensation, health benefits, personnel records, contracts, compliance with all applicable federal, state laws as well as district policies and procedures. Engage in and provide leadership in developing a comprehensive talent strategy.

  • Equitably recruit and retain diverse staff of the highest quality.
  • Administer district policy and apply the appropriate laws, rules, regulations, and procedures pertaining to the District’s personnel functions. Interpret policies and procedures and make recommendations for their revision.
  • Support and carry out the vision, mission, strategic plan and Graduate Profile of Summit School District through decision-making responsibilities focused on educational goals, instructional needs and customer service requirements.
  • Evaluate, design, implement and interpret equitable personnel policies and procedures consistent with legal requirements.
  • Supervise, direct wage and salary administration, administer employee contracts and supplementary pay and determine appropriate placement on the district wage or salary schedule as required by district policy and procedure.
  • Supervise the release of personnel information regarding employment verification, background checks, and confirmation of salary, references, and legal records according to district policy.
  • Develop, maintain, operate and supervise all Talent Office databases.
  • Supervise and direct the maintenance of a comprehensive system of personnel records for all employees to ensure accuracy and legality.
  • Plan and monitor staffing at each site, facilitate processes for employee selection, assignment, transfer, leave, retirement, non-renewal, dismissal of employees, service awards as well as each building’s FTE's and staffing units.
  • Monitor and verify the current licensure of all professional staff through the Colorado Department of Education, and initiate the licensure procedure for Temporary Emergency Authorizations, Substitute Authorizations, Temporary Teacher Eligibility and the “in-field” requirements under the Every Student Succeeds Act.
  • Supervise the compilation of information for, and completion, of the Colorado Department of Education report using the Automate Data Exchange Program, and completion of the annual EECO report.
  • Prepare, in collaboration with Business Services, all district salary schedules and pay calculations in addition to the district’s work year calendars.
  • Supervise the determination, verification and maintenance of confidential payroll schedules, job classifications, account numbers, types of pay, calendars and methods of payment for all district employees in collaboration with Business Services.
  • Supervise the inputting and gathering of personal information, dates, locations, distributions, jobs and pays, license information, experience, education and emergency information into iVisions for payroll processing and maintaining all employee pay records and legal requirements for all employees
  • Promote a cooperative and collaborative working environment by using effective and equitable personnel practices mand problem-solving skills.
  • Maintain and monitor the performance appraisal process for all staff.
  • Facilitate the process of job analysis and survey of wage and salary ranges and forecast the budgetary effects of changes in compensation.
  • Represent the district before the public as a member of local Human Resource organizations and meetings.
  • Supervise and maintain the substitute employees including, proper authorization, reports and new hires.
  • Provide leadership to staff regarding human resource issues and in an advisory capacity regarding policies, procedures and past practices.
  • Plan, prepare and administer the budget of the human resources office and allocate resources to accomplish department and District goals.
  • Develop, maintain and implement the district’s health benefits plan through collaboration and work with our Health Benefits Committee.
  • Supervises, manages and facilitates the district’s absences and substitute teacher pool.
  • Serves as a participating member of the district’s leadership team who honors collegiality interactions and respects confidentiality of sensitive issues and topics.
  • Demonstrates the commitment to build and maintain a safe, fair and respectful working and learning environment that honors the cultural diversity of students and staff.
  • Serves as the facilitator and/or organizer of district-level committees/work groups as needed included, but not limited to, Teacher Negotiations, Labor Management Committee, Health Benefits Committee, Support Staff Advisory Committee, Evaluation Committees, etc. as directed by the Superintendent.
  • Provide organizational structure and support through determining, coordinating and communicating work and activities that create accountability and a positive work environment for departments and schools.
  • Carry out other duties as assigned by the Superintendent.

Qualifications

  • BA degree and training in human resources required; Master’s Degree preferred
  • Demonstrated experience with developing one’s own cultural competence
  • Demonstrated experience recruiting and selecting candidates from diverse backgrounds
  • Demonstrated skills in successfully working with a variety of people in complex situations.
  • Demonstrated strong interpersonal skills and the ability to communicate, collaborate and problem-solve with a wide variety of people and diverse perspectives in complex situations.
  • Experience in human resources and experience in an organizational leadership role.
  • Experience in an educational environment is preferred.
  • Demonstrated willingness to take personal initiative to define issues and needs and follow through with solutions.
  • Deep knowledge in the creation of, implementation of, and adherence to federal, state, and school district policy
  • Strong background in managing and supporting complex change throughout a distributed system of different entities and teams
