Executive Director - Strategic Communications

Job Description

CVP assists federal civilian agencies with the implementation of high visibility and/or enterprise-level strategy, marcoms, and change management projects, programs, and initiatives. We are seeking an experienced federal consultant to lead and supervise teams in the implementation and completion of contracts in CVP’s Transformation & Communications portfolio.

This candidate will have extensive experience managing large contracts and working closely with clients and key stakeholders to ensure contractual requirements (deliverables and timelines) and client expectations are met. The candidate will also play a central role in maintaining and enhancing our reputation for delivering of high-quality products while working closely with staff and project managers/directors across portfolios. This includes proactive business development and relationship management, development and oversight of integrated marcoms and change management methodologies, and employee management and mentoring

Applicants should have expert knowledge of communications, marketing, and change management in federal government settings—ideally the Department of Veterans Affairs (VA), National Institutes of Health (NIH), and other Federal Public Health Agencies.

Responsibilities:

  • Work closely with various senior leaders across CVP leaders to execute on transformation and communications initiatives at the operational and strategic levels
  • Oversee and support key operational activities including staff management, project management, staffing utilization, and growth workflows
  • Provide marcoms and change management knowledge and insights to guide solution and project delivery development
  • Develop internal and external integrated marketing and communications plans, manage their tactical implementation, and measure and report on the results of communications activities to support organizational and/or behavioral change
  • Lead client tasks and projects including change management, branding, marketing, communications, events, social media, awards, public relations, media relations, product development (e.g., annual report, project profiles, fact sheets), website, video, internal communications, and campaigns
  • Support the development of innovative approaches and ideas to deliver communications solutions to clients
  • Develop and deliver presentations for executive-level clients and leadership
  • Create intellectual capital, support business development initiatives, and participate in business development activities including whitepapers, proposals, and capability briefings
  • Lead proposals and respond to Request for Information (RFIs) and Requests for Proposal (RFPs)

Qualifications:

  • 15+ years-experience in marcoms and change management, including demonstrably strong leadership and relationship-building skills
  • Master’s degree from an accredited college or university, preferably in a marcoms, public affairs, journalism, or business-related field
  • PMP Certification and/or expertise in managing large scale, complex federal marcoms and change management projects, preferably with or on behalf of the VA
  • Expert-level knowledge in strategic marketing and communications, change management, stakeholder engagement, and public relations best practices and core principles
  • Proven skills in the development, implementation and execution of strategic plans, the integration of complex projects, and the ability to identify and capture opportunities
  • Excellent verbal and written communication skills, with ability to translate complex findings to non-technical audiences
  • Strong grasp of visual communications and/or design principles
  • Knowledge of current and emerging marcoms trends and how to apply them to solve client needs
  • Ability to present and lead discussions with all levels of industry and government representatives
  • Highly motivated with demonstrated success working as a team lead and team member in a fast-paced, interdisciplinary environment
  • Desire and motivation to cultivate a fast-growing portfolio of work
  • Experience leading proposal work and responding to RFPs
  • Strong proficiency with Word, Excel, and PowerPoint
  • Ability to work in the US without sponsorship indefinitely
  • Ability to obtain a US security clearance if needed
  • Ability to work on-site in the Washington, DC area if required by client

Preferred Qualifications:

  • PROSCI or equivalent change management certification
  • Deep experience with and knowledge of federal public health agencies
  • Experience working in/with a variety of federal agencies
  • Experience cultivating and developing relationships with media contacts and ability to use those contacts to execute strategic priorities
  • Graphic design expertise
