The Solid Waste & Recycling (SW&R) Division within Washington County Department of Health and Human Services (HHS) is searching for a Solid Waste & Recycling Program Specialist. About The Opportunity

The Program Specialist will perform a variety of program support duties that are moderately complex. The primary duties may include, but are not limited to:

  • Manage and respond to public inquiries related to garbage and recycling collection and/or disposal services, public nuisances, and noise complaints.
  • Assist community members in connecting with Code Enforcement to resolve violations or report new concerns.
  • Maintain detailed tracking spreadsheets and identify data trends.
  • Monitor program statistics and review data to ensure compliance and provide quality control.
  • Coordinate the stakeholder and regulatory reporting requirements for the division.
  • Facilitate regulatory communications with sanitary certificate holders.
  • Act as a liaison between the division, service providers and other jurisdictions.
  • Inform division messaging by uplifting community members' concerns and needs.
  • Review invoices and facilitate the division's purchase order request process.
  • Provide administrative support across the division including Code Enforcement, Education & Outreach, and Regulatory teams and for various committees, as needed. This includes maintaining email inboxes.

This position is eligible for a hybrid work schedule including 1-2 days/week remote work. This position also supports committee and work group needs which include some evening commitments.

  • Have the ability to compile, enter, and analyze program data to prepare reports; prepare technical worksheets, tables, and computations; and maintain program databases.
  • Possess interpersonal and communication skills to interface with a wide variety of community members, businesses, and stakeholders whose needs vary in complexity.
  • Be adaptive and organized to support the division's committees and coordinate public hearings, as necessary.
  • Be flexible and adaptable in a fast-paced environment, have an established process for learning new information quickly and relaying technical information in a way that all community members can understand.
  • Thrive in a team environment, either in a supporting role or while leading projects or tasks.

Minimum Qualifications

Education and Experience:

Must meet one of the following criteria to be considered.

  • An Associate's Degree in a social service, business administration, or related field; AND One (1) year of work experience in program administration, development, evaluation, or coordination, and /or contract administration; OR
  • Three (3) years of work experience in program administration, development, evaluation, and/or contract administration.

Additional Licenses, Certificates, Physical Abilities, and Specialty Requirements:

Selection Process

  • Subject Matter Expert Review: Your responses to the supplemental questions will be evaluated and scored by a panel of subject matter experts. Your total score for this examination will affect your placement on the eligible list (a list of candidates eligible for interviews).
  • Panel Interview(s): The top 6 – 8 candidates will be invited to participate in a panel interview.
  • Conditional Offer: A selected candidate will require to successfully clear a driving record check as pre-employment conditions.
