Role Summary

The Project Specialist role is an entry level project management position responsible for managing and coordinating low to medium complexity maintenance and construction pipeline and terminal projects and related facilities.

Responsibilities & Essential Functions Include

  • Manage projects of pipeline construction, maintenance and repair activities from all facets of the project management lifecycle (planning/execution/closeout). This includes developing and managing project budgets, scopes of work and schedules for multiple projects at a time up to $1MM. Managing In-line Inspection (ILI) tool runs, hydro tests and digging and repairing pipeline anomalies are a core sample of projects managed within the Project Specialist position. Project facilities include pipeline, terminal, meter stations, pump stations and truck rack facilities with multiple disciplines consisting of survey and civil, mechanical, electrical and instrumentation construction.
  • Scheduling and coordinating construction work with internal/external stakeholders such as field operations, the control center, contractors, local, state and federal regulatory agencies and property owners. Scheduling and conducting bid shows with contractors
  • Assist District and Technical Services with pipeline routing and cost estimating.
  • Prepare construction documentation records, such as time and material sheets, as-built drawings, purchase orders, work orders, hydro test documentation, non-destructive testing reports, and equipment tagging, etc. and compile regulatory required documentation into job books.
  • Assure that all contractors provide applicable insurance certification and operator qualification documentation, and follow Buckeye safety policies and procedures.
  • Ensure all contractors complete applicable Buckeye safety training. Conduct active work audits of contractor’s performance.
  • Support and lead other special projects or requests as needed.
  • Managing the scope, gathering quotes, purchasing, budget, construction, PO generation, invoicing processing, inventory, project close out.
  • Perform relevant Training such as OQ, HWA – Life Critical and Smith Driving,
  • And other duties as assigned.


Position Requirements

  • High School Diploma or equivalent required.
  • Bachelor’s Degree in Mechanical, Electrical or Civil Engineering OR equivalent combination of education and related work experience required.
  • 5+ years related experience in pipeline and/or terminal construction, maintenance and inspection required in lieu of engineering degree.
  • HazMat Technician training desired.
  • General computer skills required with experience utilizing Windows and MS Office (Outlook, Word and Excel). Additional experience in industry-specific software such as Cognos reporting, JDE (work orders, POs), Primavera Project Reporting, ADP, Power Advocate, advanced SharePoint.


Certificates & Licenses

  • Operator qualification in applicable maintenance and inspection covered tasks.
  • Valid driver’s license


Other Skills, Attributes And Abilities

  • In order to be successful in this position, one must possess a strong mechanical aptitude and excellent analytical skills.
  • This position requires someone who can work well under pressure and has a strong commitment to safety.
  • The incumbent will spend time in the field, thereby being exposed to adverse weather conditions and hazardous environments. Must have the physical stamina to climb tanks, work long hours in the field and wear a respirator.
  • Position supervises 24 hour, 365-day operation. It requires carrying a cell phone and being on-call most of the year. Normal and extraordinary work circumstances may often require without advance notice overtime after hours, on weekends, and holidays.
  • Up to 25% travel required.

  • This position requires the ability to safely and successfully perform essential job functions consistent with ADA, FMLA and other federal, state and local standards, including meeting qualitative and or/quantitative productivity standards.
  • This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.
  • This position requires compliance with all personnel policies.


Physical & Safety Requirements

  • This role is regularly exposed to outside weather conditions.
  • This position requires the employee to regularly access and work at or around heights in excess of 5 feet, moving mechanical parts, moving on-track rail equipment, petroleum product or other chemical fumes, airborne particles like dust or other chemicals, vibration, uneven terrain, and high noise level in the work environment.
  • Must be able and willing to spend on average 75% of ones time on his/her feet
  • Must be able to lift large, heavy objects weighing up to 50 pounds 10 times per day on average.
  • The person in this position needs to occasionally move inside the office to access file cabinets, office equipment, etc.
  • This role continuously operates a computer and other office productivity equipment (i.e. a calculator, copy machine and computer printer).
  • This position communicates with supervision and co-workers via VHF radio and hand signals.
  • The incumbent in this role must wear Fire Retardant Clothing (FRC) and/or Personal Protective Equipment (PPE).
  • While performing the duties of this job, the employee is regularly required to stand, walk, use hands to handle, or feel, reach with hands and arms, climb or balance and stoop, kneel, crouch or crawl.
  • The employee is frequently required to effectively communicate with others.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
  • This position requires the ability to work comfortably and safely in the proximity to open water.
  • This position requires the ability to climb ladders (approx. 50 feet) and work comfortably and safely at heights for extended periods of time.
  • This position is subject to DOT drug and alcohol regulations
