TRAILS & OPEN SPACE COORDINATOR

Job Summary

The Trails and Open Space Coordinator implements and supervises various trails and open space programs, projects and policies in addition to performing a variety of supervisory and administrative duties associated with the day-to-day operations of the Trails Master Plan.

Typical Duties

  • Assists the Property, Real Estate, Trails and Open Space Manager as needed and coordinates responsibilities for the implementation, maintenance and compliance of the City’s extensive trails system and open spaces, as outlined by the Trails Master Plan, the City’s noxious weed program, the City’s designated off-leash area program, the City’s wild land fire mitigation program, the Neighborhood Traffic Management Program, the City’s donation policy, the City’s trails special event policy and the City’s non-motorized and electric bike policy.
  • Supervision of resource inventory and data gathering specific to the Bonanza Flat Open Space and at the direction of the Trails and Open Space Manager. Additionally, providing on site presence of a city representative to document and assist in the development of the proposed conservation easement, as well as, implementing on the ground policy direction by Council.
  • Supervision of the on-going management of the Bonanza Flat Open Space consistent with Council’s policy direction and at the direction of the Trails and Open Space Manager.
  • In conjunction with the Property, Real Estate, Trails and Open Space Manager and the Parks Department supervises the city’s noxious weed program.
  • Coordination of the Trails Master Plan with other departments in regard to City construction projects. Attends Development Review meetings to facilitate implementation of the Trails Master Plan by private development projects.
  • Coordination with other City departments and outside agencies on the review of general plans, amendments, plans and projects as they relate to land management, with specific focus on the City’s open space program.
  • Supervises and implements procurement and oversight of contracts and contractors consistent with City policies.
  • Coordinates with the City’s Property, Real Estate, Trails and Open Space Program Manager to collect and analyze data associated with the scope and type of trail use. Oversees data collection associated with wildlife cameras and other conservation easement compliance matters.
  • Supervises compliance of the off-leash areas on City open space and coordinates enforcement efforts with applicable departments and agencies.
  • Supervises wildfire mitigation efforts, including the procurement and management of contractors.
  • Coordination of the Trails Master Plan Operating Budget, in addition to seeking outside funding sources, including local, state, and federal grants. Meets with advocacy groups regarding trails and open space issues and maintains the City’s positive public image.
  • Participates in trails, open space, bicycle and alternative and active transportation planning and implementation. Attends Neighborhood Traffic Management Program meetings and at the direction of the Property, Real Estate, Trails, and Open Space Manager performs project management duties associated with active transportation projects.

Minimum Qualifications

  • Valid State Driver’s License.
  • Two or more years of related business experience, including the use of contracts, budgeting, and procurement.
  • Two or more years of experience in trails or related land management issues.
  • Ability to obtain City National Incident Management System Certification.

Preferred Qualifications

  • Bachelors degree in a related land management and/or environmental studies
  • Three or more years of experience in trails or related land management issues.
  • Certified GIS technician.
  • Spanish speaking.
  • Wilderness First Responder Certification.
  • Avalanche Certification.

Working Conditions

  • The employee must occasionally lift and/or move more than 75 pounds.
  • Physical fitness is a requirement for performing tasks in the field.
  • Substantial work will take place outside in varying conditions. Hiking and cycling may be appropriate for examination, data gathering, or other trails related issues.
  • Use of equipment including motorized vehicles, chainsaws, and tools, in coordination with the appropriate safety equipment will be required.
  • Hard hats, safety vests, and other safety equipment are required when working around and under equipment and buildings, as well as moving vehicles and equipment on streets, parks, and fields.
  • May require small amounts of travel to and from meetings, trainings, and conferences.
  • Occasional non-traditional working hours which may include evening and weekend meetings.
  • Occasional on-call working hours including evenings and weekends.
