🌐 Fostering Community Resilience through an Operation & Maintenance Forum! 💧✨ Exciting news to share after a recent meeting with the Executive Engineer, PHED, where I presented a comprehensive plan centered around creating a district-level Operation & Maintenance Forum. 🤝📊 The primary objective is to establish a robust forum providing guidance and capacity-building support to 392 Gram Panchayats and 937 VWSCs for the effective management of water supply and distribution systems. 💦🌍 Key elements of the plan include: 1️⃣ **Empowering Through Training:** Aiming to empower women and youth, the initiative includes targeted training sessions on minor maintenance and pump operations across 937 villages. 2️⃣ **Transparent Costing:** Rigorous development of Schedule of Rates (SOR) and precise cost estimation for Operation and Maintenance work to ensure transparency and efficiency. 3️⃣ **District-Wide Monitoring:** Implementing a comprehensive monitoring and support mechanism at the district level to track progress and address challenges effectively. In Q2 of the 2023/24 fiscal year, capital expenditure reached 20.7% of the allocated budget, with sanitation emerging as the leading contributor to growth. Notably, the sanitation department saw a significant 47.6% increase in capital expenditure, driven by projects such as alternative sanitation technology and sewer upgrades. Following closely, health & social services recorded a 26.9% growth, focusing on enhancing health infrastructure. Engineering department witnessed a 19.8% rise, primarily attributed to stormwater and road projects. Meanwhile, the transport authority and water department experienced growth rates of 18.7% and 11.5%, respectively, with a focus on corridor construction and water infrastructure enhancements. Collectively, these departments constitute the top 5 capital budget spenders, illustrating a diverse range of investment priorities aimed at bolstering critical infrastructure and service delivery.
