#BCEDigest The budget impasse and continuing resolutions required to keep the government operating will limit the U.S. DOD’s ability to acquire new technology and capabilities. And ultimately, it will lower industry confidence in near term funding, which may impact vendors’ investment in developing solutions to meet new and evolving requirements. While some major efforts in sustainment will not be as impacted, the DOD’s Combined Joint All Domain Command and Control (CJADC2) effort will be significantly hamstrung by the continuing resolutions. CJADC2-related funding requests had increased to support a myriad of new and disparate lines of effort and without the necessary budget dollars, these lines of effort may lose momentum. CJADC2 is meant to harmonize everything- communications, data collection and exploitation, information sharing, operations, AI-  and it is the foundation of major programmatic efforts like the Collaborative Trusted Wingman Aircraft (CCA), Cloud Based Command and Control (CBC2), and the B-21 systems development. Electronic warfare isn’t new but, with the potential for AI integration, we need to rapidly take stock of our capabilities and move out on a holistic aquistion strategy that adequately fills seams and gaps across military domains. Until very recently, our aquistion focus had been on individual unit or weapon system survivability (sometimes incorporating tactics between elements for mutual support within a single domain—air, land, sea, etc.) A more efficient, resilient, and effective approach is to look at the bigger picture…. across all domains. The same can be said of a range of military functions. This is why the term ‘Joint All-Domain Command and Control’ (JADC2) was coined and why Joint Electromagnetic Spectrum Operations (JEMSO) quickly followed. Brig Gen Anthony is the right leader… and this is the right time!

HUGE DEAL - The Air Force will create a new #WarrantOfficer track for highly skilled IT and #cyber talent, enabling those Airmen to not only be paid competitively, but to choose a career path that enables them to focus exclusively on their specialties, bypassing the typical officer leadership track. Additional focus on technical tracks for officers and noncommissioned officers are in the works. IT'S ABOUT TIME - The reorientation of Air Combat Command, Air Mobility Command, and Air Force Global Strike Command to focus almost exclusively on combat readiness aligns with plans to further refine the Air Force Force Generation Model, which will evolve to support each type of combat wing. “What has happened over time is that we basically took a lot of what could be headquarters or could be specialized command functions and farmed them out to various Major Commands,” Kendall explained in an interview. “The list of additional duties got pretty long. … And these aren’t core jobs for these commands. Air Force Materiel Command (#AFMC) will be reorganized and structured as well, with new and reoriented centers and offices to better oversee critical technical areas: Information Dominance Center, Air Force Nuclear Systems Center, Air Dominance Systems Center, Integration Development Office More info will be coming out of the coming weeks.
