This agreement involves the coordination of their global vessel operations through a ‘hub and spoke’ system. The key components of this system include: Mainline Network: Major ports will be served by mainline services. Shuttle Network: Remaining ports will be served by shuttle services, with one such service initially calling in the US. The deadline for public comments was June 18. Peru asked a judge to withdraw its request to strip a Chinese state-owned company's #exclusiverights to operate a "#megaport" it is building on Peru's Pacific coast, sources said on Tuesday, cooling tensions before the countries' leaders meet this week. The government had requested in March the annulment of its decision to give Hong Kong-based #Cosco Shipping Ports (1199.HK), opens new tab exclusive rights to operate the deepwater Chancay #Port Terminal it is building, citing an "administrative error." A source close to Peru's port authority told Reuters a #transportation ministry prosecutor "formally requested" the withdrawal of its original request on Monday. The announcement, days before Peruvian President Dina Boluarte is set to meet with Cosco executives and Chinese President Xi Jinping during a China visit, appears to resolve a legal #dispute between the company and Boluarte's government that had sparked fears of an international #arbitration process. Last week, Peru's port authority authorized the prosecutor to make the request, another industry source told #Reuters, after Congress approved changes to Peru's ports law that paved the way to ensure Cosco Shipping would have exclusive rights to operate the terminal it is constructing. Representatives of the Chinese firm in Peru declined to comment on the Peruvian government's decision. The European Union (EU) is approaching the date it has decided to abolish the Consortium Block Exemption Regulation (CBER). Last year, the EU decided not to extend the CBER, which was set to expire on April 25, 2024. This marks the end of the anti-monopoly exemption system that has allowed joint operations among shipping companies for the past 14 years. Bipartisan Support Grows in U.S. Congress to Counter China's Maritime Dominance A union proposal aimed at reducing China's growing dominance in the maritime, logistics, and shipbuilding sectors is gaining bipartisan support in the U.S. Congress. Recent remarks at a U.S. House committee hearing reflect increasing concern over China's impact on U.S. national security. Unions have petitioned the U.S. Trade Representative (USTR), citing China's significant investment in its shipbuilding industry, which now controls 50% of global commercial vessel production compared to the U.S.'s 1%. They urge USTR to implement measures like port fees on Chinese-built ships and a shipbuilding revitalization fund. During the June 26 hearing, lawmakers from both parties echoed the unions' concerns. Rep. Ro Khanna highlighted China's rapid growth in ship production and called for decisive actions to support American shipbuilding. Rep. Andy Barr acknowledged the issue but emphasized market solutions over industrial policy imitation. Scott Paul, President of the Alliance for American Manufacturing, supported the unions' proposed measures, noting China's significant lead in shipbuilding and the U.S. Navy's reliance on Chinese-made dry docks. As Congress debates potential actions, USTR is reviewing Section 301 of the Trade Act. They plan to increase tariffs on Chinese ship-to-shore cranes from 0% to 25% by 2024.
