Killeen ISD Announces New Principals for 2024-2025 School Year

As the 2023-2024 school year winds down and preparation for the next begins, Killeen ISD is proud to announce the appointment of four new principals.  

Christy Galloway has been hired to lead Mountain View Elementary, Dr. Tiphani Morris will take charge at Harker Heights Elementary, Central Hicks assumes the role at Manor Middle School and Fredrick Lilly II takes the reins at Roy J. Smith Middle School.

“We are excited for our four new campus leaders,” Dr. Jo Ann Fey, superintendent of schools, said. “We are certain their leadership and experience will serve to inspire educators, engage parents, and create exciting learning opportunities for students.” 

Galloway, Morris and Hicks are familiar faces around KISD, while Lilly is new to the district. 

Morris began with Killeen ISD in 2013 as a third-grade teacher at Nolanville Elementary where she worked until 2019. 

From there, Morris served as the Campus Facilitator for Special Programs at Audie Murphy Middle School from 2019-2021 before shifting into a role as assistant principal at Ira Cross Elementary. 

Morris attained her bachelor’s degree from the University of Mary Hardin-Baylor, her master’s degree in educational administration from Texas A&M-Central Texas, passed the superintendent certification program at University of Texas-Tyler and earned a doctorate of philosophy in education – curriculum and instruction from Liberty University. 

Hicks, who’s currently wrapping up his third year as the assistant principal at Liberty Hill Middle School, has worked within Killeen ISD since 1998.   

Among many roles during 20 years at Robert M. Shoemaker High School, Hicks led the Lady Grey Wolves soccer team from its inception until 2021, was the freshman football head coach, taught Spanish and world history, and was the AVID coordinator from 2019-2021. 

Hicks earned a bachelor’s degree from Dillard University, a master’s degree in curriculum design and instruction from Concordia University Texas and his principal certification from Lamar University. 

Galloway is finishing up a third year as the assistant principal at Meadows Elementary, her fourth stop during a 10-plus year tenure within Killeen ISD. 

Galloway started her career as a first-grade teacher at Bellaire Elementary (2014-2015), spent three years as a third-grade instructor at Mountain View Elementary (2015-2019), and held two positions over three years as Alice Douse Elementary – campus instructional specialist (2019-2021) and assistant principal (2020-2021). 

Along with teaching and principal certifications, Galloway earned her bachelor’s degree from Texas A&M University-Central Texas and a master’s degree in educational administration from Concordia University Texas. 

Lilly arrives in Killeen ISD following a year as the principal at North Belton Middle School in Belton ISD. 

Prior to making his way to Texas, Lilly, who also has coaching experience, spent eight years with Camden Fairview School District in Camden, Ark. From 2017-2020, he was the district’s assistant principal for fourth- and fifth-grade, was the elementary school principal from 2020-2021 and the middle school principal from 2021-2023. 

Lilly graduated from University of Arkansas-Monticello with a bachelor’s degree, earned his master’s degree from Mississippi College, and currently is working toward a doctorate degree from Liberty University.
