The 22-year-old ex-St Mirren man has been listed as a City trialist in two of their pre-season friendlies.
Girvan, who has now penned a one-year deal at Borough Briggs with an option to extend, starred at centre back for Stranraer but featured at right back in City’s 2-0 pre-season win at Buckie on Saturday.
“He’s big, strong and quick,” said Hale. “He can play really aggressively as well but he is versatile in terms of he can play full back, centre back and also holding midfield.
“It’s a really good bit of business for us, he has been coached well from a young age.
“For him, since we had that initial chat he has been desperate to come here.”
Girvan won player of the year awards at Stranraer, who wanted him to sign a contract extension but instead he has been lured north to City.
He will travel up from the central belt with Olly McDonald, Elgin’s first close season capture who played alongside Girvan for a spell at Stranraer.
Hale has also brought in Highland League player of the year Jack Murray from Buckie Thistle, attacker Ryan Sargent from Fraserburgh, ex-Caley Thistle midfielder Lewis Hyde and Irish attacker Dylan Gavin.
Perhaps the most exciting addition of the summer for Elgin fans was Dajon Golding, who had a spell on loan from Cove last season and has scored five goals in one-and-a-half games since returning to the Black and Whites on a one-year deal.
