All of these photographs are Copyrighted, the Creative Commons license is invalid. These photos were all taken by Bernard Thibodeau, and state © HOC-CDC, 2023 Credit: Bernard Thibodeau, House of Commons Photo Services - per image descriptions and file EXIF. The copyright to these photos are held by the Canadian government; or better know as Crown Copyright. The OSCE Parliamentary Assembly whom posted these photos on their Flickr are not the photographers or copyright holders and do not have the authority to license these images freely. I find it incredibly unlikely that copyright would have been transferred or cleared in this manner. The Canadian government hardly ever grants such free permissions, being assertive of their copyright and generally only allows non-commercial usage of Crown copyrighted works, which does not align with the Commons policy. There is no reason to have somebody with VRTS access do this. VRT users do not actively send out requests for permission, but only process permission statements they receive. Krd 15:47, 16 March 2024 (UTC)[reply]
