The building was completed in 1960 by Alar Kotli (1904–1963) and Henno Sepmann (1925–1985). There is no freedom of panorama in Estonia. The copyright term of the country is 70 years, and the image can be undeleted in 2056.

Sepmann's wife is dead for over 20 years and I have not found any information about their children (if they had any). As much as I know the Kotli's daughter is the only remaining heir. Kruusamägi (talk) 22:48, 28 July 2023 (UTC)[reply]
