Possible - I would say, based on the behavioral evidence coupled with the technical they are safe to block. That said, they appear to either be spambots or a company with access to wide range of ISPs, CheckUser won't be very helpful here. Tiptoety talk 19:06, 2 July 2015 (UTC)
