Needs update to what happened after 2014

This article could use updates to explain what happened after the original single-payer system was abandoned in 2016. A new entity, OneCare Vermont, took over the health care reform. There was a five-year plan from 2018-2022, and now OneCare is now negotiating a new five-year contract.
