I suspect that is intended to be an article. It does not function as a template. I have tried (in preview mode only)adding it to relevant and appropriate articles to see if it generated an appropriate context, but it doesn't. It doesn't appear to function as a template at all as far as I can discern. I would be happy to accept that this does have a use as a template and admit my ignorance if anyone can point to an appropriate use.
