Since this year, the Government Affairs Service Bureau of Chaoyang District has focused on improving the international business environment and ability to handle foreign affairs of Chaoyang District, while extending its service chain for international talent. It aims to integrate regional talent service resources and optimize public service procedures to provide intensive, convenient, and efficient one-stop services for international talent.

The optimized service model allows foreign nationals to apply for work permits and residence permits simultaneously. With strong support from relevant municipal and district authorities, the Chaoyang District “One-stop Service Platform for International Talent” (Platform for short) sets up two service sites in Beijing Central Business District (CBD) and IT Industrial Park, where the business of both work permits and residence permits for A-Class foreign talent can be handled jointly. This service greatly reduces the processing time from 17 working days to 7 working days, thus providing a more efficient and convenient service experience for foreign talent in this region. Chaoyang District will contrive to apply this processing model to B-Class foreign talent, allowing them to experience the convenience.

Online services are available to make talent affair handling more efficient. A column for international talent services has been launched on the WeChat official account of “Chaoyang Government Affairs”. In this column, international talent can find eight types of online services, including map for appointments, taking a queue number, entry and exit, business startup and employment, permits for talent, talent identification, and talent settlement. At present, 10 administrative services for international talent can be handled online. For example, the employer applies for the Notification Letter of Foreigner’s Work Permit for its foreign employees who have not entered China, foreign nationals working in China apply for an extension of the Foreigner’s Work Permit, and the identification and subsidy of high-level overseas talent under the Phoenix Plan.

The Platform will serve the development of “Two Zones” in Beijing (Integrated National Demonstration Zone for Opening up the Services Sector and China (Beijing) Pilot Free Trade Zone) and make public services more convenient and accessible. To facilitate international talent’s life in the district, focus will also be put on registration for seeking medical advice, culture and tourism, and consumer demand. Services for them will be expanded to housekeeping, medical treatment, education, and other areas of public services. The “Chaoyang Government Affairs” will launch 10 more services related to living, translation, transportation, exchange rate conversion, scenic spot introduction, hotel reservation, ticket reservation, catering, medical treatment, etc. to better meet international talent’s needs for innovation, entrepreneurship, work, and life. The Platform will be optimized and upgraded. Specifically, its page display will be optimized, and English services will be added on the basis of Chinese services. The new version will have a more reasonable layout and a more user-friendly and clear interface, thus making handling procedures more convenient and fast.

The Government Affairs Service Bureau of Chaoyang District will continue to improve services for international talent and launch more public services and life services, so that international talent working and living in Chaoyang District can enjoy better, more convenient and efficient services.
