Administrator access

Xaris333@el.wikinews

I had temporary access (the first time for 6 months and then for one year) that has expired. Xaris333 (talk) 15:18, 8 March 2015 (UTC)

Please link to a discussion or notice of your requesting a continuation of your privileges on el.wikinews, and if sufficient time passes (around seven days) without significant opposition, the privileges should be extended. -- Avi (talk) 15:51, 8 March 2015 (UTC)
Nevermind. It's so tired to do the same procedure again and again. Please close the request. I withdraw. Thank for your time.Xaris333 (talk) 17:10, 8 March 2015 (UTC)
Marked as not done per above. --Pmlineditor (t · c · l) 17:11, 8 March 2015 (UTC)
I am sorry you feel that way, Xaris. What most people do is about a week before their privileges expire, they post a note on their local villiage pump or request for admin page that they want to extend their term, and link it to their request. This way, when we check at the time it expires, it's clear whether or not the privilege should be extended. -- Avi (talk) 21:15, 8 March 2015 (UTC)

Maksymilian Sielicki@pl.wikiquote

After a week-long voting, with 2/0/0 result, Maksymilian Sielicki is to be granted administrator rights on pl.wikiquote. Local bureaucrat is inactive. Tufor (talk) 00:13, 22 March 2015 (UTC)

On hold until March 29 in my opinion. Please also consider a local vote of no confidence of the only bureaucrat.--Jusjih (talk) 00:20, 22 March 2015 (UTC)
Local rule says: W przypadku braku sprzeciwów po 7 dniach od zgłoszenia kandydatowi zostaną przyznane uprawnienia, o które wnioskuje, which means (my translation) If there is no opposing votes in 7 days after making request, candidate is to be granted requested rights. The voting started on March 14; 7 days after is March 21. There is no opposing votes. Tufor (talk) 00:28, 22 March 2015 (UTC)
Jusjih, why 29 March? 1 week is already over on 21 March. Anyway, the local bureaucrat must be contacted first, regardless of his activity. --MF-W 00:36, 22 March 2015 (UTC)
This can be done anytime now, since the discussion was open for the correct amount of time, but the 'crat should be contacted first. -- Avi (talk) 00:39, 22 March 2015 (UTC)
I left a message on crat's talk page. Ehhh, I was hoping it would go smoothly, like it went here about a week ago on the same project... Tufor (talk) 00:52, 22 March 2015 (UTC)
It would probably have been better for the prior one not to have been automatic, at least until six months of no 'crat editing (not a rule, just a personal guideline). Give it another day or so, and, as we expect, if there is no response, the bit will be flipped. Do you have local activity rules? -- Avi (talk) 20:57, 22 March 2015 (UTC)
If any steward considers it ready to have it done, I am fine, but I just deferred doing it myself.--Jusjih (talk) 02:39, 23 March 2015 (UTC)
Done. Local crat is inactive not only at that project, and his last contribs were defence from de-sysoping in AAR. einsbor talk 07:36, 23 March 2015 (UTC)
Note: The local project may want to consider an RfX for removal of the 'crat in that case. -- Avi (talk) 16:20, 23 March 2015 (UTC)
Afaik there is RfB currently running at the said project. einsbor talk 22:48, 23 March 2015 (UTC)
If the user followed the AAR notification correctly, his "defence from de-sysoping in AAR" mentioned by Einsbor should have been a question for the community whether he should continue as a crat/sysop or not. --MF-W 00:32, 24 March 2015 (UTC)

Dan Koehl@sv.wikivoyage

19 March 2015 I was granted a temporary adminship and since then the development of sv.wikivoyage, which was previously more or less dead, is increasing in activity and number of users. I would now like to request permanent adminship, since I have a local support from the most active users on sv.Voy. Dan Koehl (talk) 13:18, 24 March 2015 (UTC)

Not done, your current adminship is still running until 19 June. --MF-W 14:18, 24 March 2015 (UTC)
MF-W, in order to avoid a second voting session, can be used the current vote to flag Dan as a permanent admin after June 19th? --Andyrom75 (talk) 15:27, 24 March 2015 (UTC)

Bureaucrat access

Iwan Novirion@min.wikipedia

Clear consensus there. Thank you. -- Wagino 20100516 (talk) 00:10, 14 March 2015 (UTC)

  • Not done With less than 30 active users, less than a dozen or so in the last 500 edits over 30 days, and just a handful of respondents to the discussion, the project is not of sufficient size to necessitate local bureaucrats at this time. Thank you for volunteering. -- Avi (talk) 06:08, 15 March 2015 (UTC)

Comment Comment A project that is not very active. Stewards does what it needs. --Uğurkenttalk 20:36, 17 March 2015 (UTC)
Comment Comment It is as you say a project is not so active, but that's why we still want to have a bureaucrat. --Sorenhk (talk) 20:56, 17 March 2015 (UTC)
Not done. Your wiki has you and one other temporary administrator as the only 2 administrators. It is too small to have any bureaucrat.--Jusjih (talk) 03:15, 18 March 2015 (UTC)

These requests were placed on hold in order for the stewards to discuss it further. In general, and for years, the stewards have felt projects need to have a certain critical mass of activity in order for them to have local bureaucrats. There is no "hard-and-fast" rule, and different stewards may apply slightly different metrics, but the consensus amongst the stewards is that a project of the size and activity of EuWiki—and the activity around, and the response to, the two RfBs—would not qualify for implementing local bureaucrats on EuWiki. We understand that there are local bureaucrats on the project already, although they are rather inactive. Kabri has been inactive since 2011, with one sighting in June 2014. TXiKi has been more active, but has still been missing for over four months and has not made a bureaucratic action since September 2013. They are within their rights to act on this request should they return to activity. However, in light of the above, the consensus of the stewards engaged in the discussion up to this point is to declining these requests until EuWiki grows in activity. There may be stewards who have not engaged who may differ; in that case, they should please post here. Thank you. -- Avi (talk) 19:39, 25 March 2015 (UTC)

Meanwhile...
20:01, 25 March 2015 TXiKi (Talk | contribs | block) changed group membership for Lankide:Joxemai from administrator to administrator and bureaucrat (Bozketa bidez adostutako erabakia)
20:01, 25 March 2015 TXiKi (Talk | contribs | block) changed group membership for Lankide:Xabier Armendaritz from administrator to administrator and bureaucrat (Bozketa bidez adostutako erabakia)
In the past it was the standard practice was assigning some bureaucrat flag in order to start a new project. It was due to the global aspect of Wikimedia being at its beginning. Now the standard practice is to manage most of userrights for smaller wikis via meta.

Abuse filter@gdwikitionary

I'm removing the administrator status of this account as long as this was added automatically by the system when global abusefilter #99 was set to issue blocks. Now that this filter is disabled and there's an agreement that for now no global filters should issue local blocks IIRC, this "fake" administrator account is not needed, as there's also no local filter enabled nor the filter is configured locally to issue blocks, so this is useless by now. Global IP block exempt for Kharkiv07

Hi! I've been making a lot of contributions to the English Wikipedia, but due to scheduling many of my work will have to be done from an institution that has unfortunately received a global IP block. It would be great if I could receive an exemption so I can continue to edit. You can check out my contributions or my talk page for verification of my clean record. Thanks for consideration! Kharkiv07 (talk) 17:42, 23 February 2015 (UTC)

(Note that the IP in question is 173.86.206.114) Kharkiv07 (talk) 14:26, 25 February 2015 (UTC)

if you are only editing enwiki, you don't need global ip block exempt, you can ask it localy for enwiki Mardetanha talk 14:29, 25 February 2015 (UTC)
Done. The local IPBE group no longer exempts people from global blocks, and honestly forcing them to go through the hoops locally and then come back here if they are ever globally active doesn't seem like a good use of anyone's time. Ajraddatz (talk) 07:28, 26 February 2015 (UTC)

As there seem to be no active administrators at the wiki right now, I hereby request a steward action on granting me sysop permissions until 2014, so it would be possible to perform general administrative tasks, such as blocking the vandals, hiding the obscenities in the change comments, speedy deletions, and deletion of the material found to be violating copyright. Ivan Shmakov@ru.wikibooks

As no one else has stepped in for the role since I’ve been granted temporary permissions, and since my term runs out on 19th, I’ve initiated a community discussion for granting me permanent administrator permissions on Russian Wikibooks. Now that the discussion was open for a week without any votes cast against, I hereby request a steward action on granting me permanent administrator permissions there. TIA. — Ivan Shmakov (dc) 19:09, 17 March 2014 (UTC)

Comment Comment We are unlikely to grant permanent admin status for a community of that size, though would look to extend the period that the temporary admin rights are held.  — billinghurst sDrewth 00:42, 18 March 2014 (UTC)
I’m fine with that, either. But where is this policy documented, BTW? — Ivan Shmakov (dc) 06:11, 18 March 2014 (UTC)
This isn't a global policy. For this kind of request a Steward is acting as local bureaucrat. In this role, in the absence of a local policy on the wiki concerned they use their judgement to determine the community consensus. The majority of Stewards judge that granting permanent rights on small wikis is inappropriate at there is not a sufficiently large community to determine the consensus, particularly when there is no de-adminship procedure. Divineale@elwikiquote

I proposed user Divineale (she accepted my proposal) for sysop in el.wikiquote. It seems she is the only remaining registered user contributing there. Besides that the main reason for the proposal is that she is a very expirienced user, having done a ton of work in el.wikipedia, checking/finding and removing copyvio's from articles, and it's this domain that I believe she will make a good use of the tools since she has declared interest to put some order in this wiki that's almost without an active community for some time. This account creator request is related to the WMF-supported educational event later today (da:Wikipedia:We can edit-a-thon København 2015). No vote was taken after the discussion, but administrators user:Palnatoke and user:Steenth said I should just do a steward request since there was no disapproval. — Finn Årup Nielsen (fnielsen) (talk) 07:55, 8 March 2015 (UTC)

Henrik and I are done for this edit-a-thon, so the permissions can be removed. From time to time we act as instructors in edit-a-thons (2 last year, 1 so far this year), so if the permissions are maintained it is fine. On the other hand, for this edit-a-thon, I experienced that I only needed to make accounts for two new users because of account creation throttling (the organizers had made a effort to ask new users to create an account from home). — Finn Årup Nielsen (fnielsen) (talk) 07:58, 11 March 2015 (UTC)

I'd prefer to wait until some people comment on the scope of the request. Importupload has the potential to cause damage, and while I doubt you would cause any with it, I would feel more comfortable assigning it after the scope of its use is clear. Ajraddatz (talk) 06:10, 2 March 2015 (UTC)
Hi Ajraddatz, did you want me to clarify the scope of the use of importupload, or do you want "some people" comment on it? If the former, it'll be used for quick imports of templates from other wikis (incl. WMF wikis for when going through the hassle of requesting adding a wiki to the transwiki list on Phabricator isn't worth it when importing just a couple pages), for clearing up page history issues (specifically, when a user is renamed after transwiki import) and generally it being useful to have an experienced importer on hand for odd jobs. See also the above request. Thanks, --L235 (talk) enwiki 06:40, 2 March 2015 (UTC)
If you are looking to import templates and the such, it is probably easier and more reliable to submit a phabricator: request to have specific wikis added to your wiki configuration to allow transwiki by any admin. Generally the addition of enWP, commons, meta, and language specific wikis has been sufficient for many wikis. Have a look at the wiki config and find wgImportSources to what other wikis have. I already see 'en', 'meta', 'wm2011', 'wm2012', 'wm2013', 'wm2014' available for your wiki.  — billinghurst sDrewth 02:11, 8 March 2015 (UTC)
Sounds good. I'm assuming I can cite this request when submitting a Phabricator bug/request? --L235 (talk) enwiki 04:09, 9 March 2015 (UTC)
@Billinghurst: Please see above; if the answer is no to that question, I'd still prefer to be granted importupload. @Ajraddatz: The request has been open to comment for 14 days and all comments, including by a local b'crat, were in support. The scope of its use was laid out above. A request just like this one was granted on the same wiki less than a day before this one with much less discussion. Could this be granted please? I need the IP block exemption right because my ISP is Telstra Internet, meaning that on Wikivoyage editing as an anon means my edits are blocked (there is a persistent IP vandal using Telstra on Wikivoyage) so Koavf recommended that I use IPBE. Antiv31 (talk) 05:56, 20 March 2015 (UTC)
