I had held temporary adminship on two occassions, when Telugu wikisource did not have active admins or active admins with technical capability to introduce the technology developments or administer the project. Currently also, there are no active admins with technical capability, I have proposed myself for permanent/regular adminship and received unanimous approval from 7 members. • Comment I see 16 supporting votes and 0 opposes on the request now. There's no global policy establishing a minimum number of votes as there is for CheckUser and Oversight. If we want to set restrictions for granting bureaucratship on small wikis, I think a RfC should be opened to discuss that. • Out of the 16 users supporting the request, only 7 are members of the community there. Unfortunately, I don't think that this is a sufficient threshold to support indefinite bureaucrat access, given the past problems that the project has had. Also worth noting that this is basically a line-by-line repeat of an RfB by the same user a few years ago, which was rejected due to the canvassing of voters to the request. The problem is what you define as the Chechen Wikipedia community. Well over half of the votes there are by people who aren't members of that community, who only came at either your or someone else's request to vote for you, and aren't going to contribute beyond that. That said, the number of local users supporting is now up to 8. Maybe that is enough; I don't want to interfere will local project autonomy, but I am concerned with a) the past issues the project has faced, and b) the use of canvassing to gain support, since it has happened before on RfBs and will probably happen again. Thanks, MF-W. Looking at Special:CentralAuth/EdwardsBot, I see no.wikipedia.org still. Can you remove that group as well? I think it's the last one.

I'm pretty liberal about users staying in user groups (way more liberal than Meta-Wiki or Commons allow, to be sure). But keeping bots in the bot and autopatrolled user groups after the bot is no longer running seems silly. MassMessage is the wholesale replacement for what EdwardsBot was doing (message delivery to wiki pages) and I think any wiki community would want me to re-request a bot flag to do other bot activities there. Do what you want. I hope that the Swedish community is now strong enough to solve their problems themselves. I remember that I was working several months as the only active admin. We generally don't step in when there are local bureaucrats unless it's an emergency, which this isn't. Have you tried asking on their talk pages, or pinging them on that page? Ajraddatz (talk) 18:33, 28 April 2016 (UTC)

As you can see quite well, The Polish pinged all of them, and was waiting for 5 months until the request was closed by a non-bureaucrat due to lack of reaction. It's a tough situation. Look, Pundit wrote he's thinking and he'd come back after a consultation with masti (ping). They saw it, at least Pundit and masti did. Hi. Either I did not get that notification in July, or I assumed someone else will handle it (it seems you can't see notifications older than 6 months, so I can't check). Local policy states that the flag may be removed after 12 months of inactivity, not that it must, and I am personally opposed to removing user rights merely due to inactivity. As a result, Arabic Wikibooks is flooded by pages created as test pages or spam that are currently handled by Global sysops/stewards. However, sometimes a native speaker is needed to judge whether a certain page should be deleted. (Such as when a certain page is not vandalism but out of project scope.) Helmoony and مصعب (see below) have volunteered to serve as sysops on Arabic Wikibooks. Both users are admins on Arabic Wikipedia and both are native Arabic speakers. An Announcement was made nearly 3 weeks ago in the Arabic Wikibooks Village Pump but only 2 users commented. In Italian wikiversity there is no active bureaucrat. We want to ask if it is possible to have transwiki import permission (module already enabled) for the users:

Sometimes some imports for templates are needed. We ask the permissions for more than one user because none of us contributes steadily during the year, and one doesn't have to wait to another user's return to import something.
