You may wish to consider the above two "bundled" together for convenience or separate them if you think it's necessary. Since Oversight needs two users and we had two nominations, then it seems like it may be helpful to consider the requests together.

We both passed our nominations with no objection but there were less than 25 votes—although they were close and there was ample opportunity for input from users. Note that both Dan and I have successful CheckUser status at species and so have also been identified to the WMF, are members in good standing, etc. (A third CheckUser was also promoted at the same time on that wiki but did not seek Oversight.) We have tried to make the site more self-sustaining and so requesting advanced user rights rather than seek Stewards whenever something that is internal to the project happens is useful for us. @Jmvkrecords: CU policy criteria for inactivity means absolute inactivity (no edits, no log actions and no use of the tool) to qualify for automatic removal. @Ks-M9: Nuestra doctrina en relación con los casos de inactividad, basada en CheckUser policy, es que ha de entenderse tal como la completa y absoluta inactividad de la cuenta. es:Wikipedia:CheckUsers no contiene norma más estricta (en particular dice que "[c]ualquier cuenta con el permiso de checkuser que se encuentre inactiva por más de un año será retirada del cargo"), y es:Especial:Contribuciones/Rastrojo muestra que la cuenta está activa; por lo que en aplicación de nuestro criterio no cualifica para retirada automática por inactividad. @MF-Warburg:, there is no conflict of interest reason to prevent it, but Savh's point remains in that if local crats have the ability, it should be done locally so that the local logs are complete. In such cases, if the local crats are unresponsive for an excessive length of time, it is probably better for the steward to grant themselves local crat rights and do the bit change on the local project, rather than do it through the steward interface for log purposes. That being said, if the crats are not excessively slow in responding, we should give them a chance to perform the duties for which they were elected instead of clomping over them with our steel-toed steward boots (for that matter, I need a new pair, mine have a hole in the left toe from kicking Hexer every time he falls asleep at a meeting ). -- Avi (talk) 15:53, 16 March 2017 (UTC)
Not wanting to nitpick, but the logs were already broken when they started letting non-stewards removing this kind of permissions locally. About this topic, I can understand both positions and don't think anything damaging has been done, specially if we think that the user wanted to have their cross-wiki bits removed. And I disagree with granting ourselves local rights for this, that'd be against the stewards policy. Steward actions are to be performed at Meta except when it is not possible to do so. In this case, it is possible. So the options are two: using the expansive approach by MF-W or asking the user to go reach their local bureaucrats if they're able to do this task; or third, act as proxies and post ourselves the request at the relevant board instead of playing ping-pong with an user. (Just to clarify, the procedure in effect there was general procedure for denominating an admin in ukwiki - one has to notify him or her about the intention beforehand. We do not have inactivity specific rules so Nickispeaky was going to run a normal week long denomination vote with inactivity as the reason for doing that, but Erud just agreed to give up the flag herself. Hmm, I would remove it if I would know how... I did the same on November 2016 for the duplicate flow bot on fiwiki per phab:T121420, but strangely I can't find the "Flow bot" user right anymore from the user rights page.   • When Quentin desysopped Mirzali, there was no sanction preventing Mirzali from seeking adminship in the future. As best I can tell, there is neither a tenure nor an activity requirement to opine in discussions about adminiship on Zazaki wikipedia. Nor is there one about fluency. Looking at the more recently active users, it is 3:1 in favor. At this point, I think it is reasonable to allow Mirzali temporary access (3 months, let us say) with him knowing that he can be re-brought to RfC at any time and if it is decided that he has once again violated the local rules the access will be stripped. Squabbling is unbecoming of editors and admins both. From what I have seen, Mirzali was allowed to re-request adminship from the community after his privileges were removed, which he did. There is one voice in opposition, and more voices in support, even giving less or no weight to sleeper accounts. However, the history is such that Mirzali should be given a short leash, which is why I'd start with three months. Gomada, I am pretty certain you will not delay in reporting any abuse by Mirzali to the stewards, so I'm sure Mirzali will want to act extra carefully. Remember, editors may disagree, but using administrative privileges to gain the upper hand in a content dispute is grounds for desysopping. We afford people second chances; so long as they do not abuse them. As such, and without any other stewards providing their input, I will close this request with temporary privileges for three months. Mirzali, please do not make me regret affording you this chance. @Gomada:, as I said, if you feel he has used his tools improperly, bring it to the stewards. If you feel he does not have the temperament to be an admin, take it to your local board. @Mirzali:, there is no rule preventing anyone of any extraction from participating in Wikipedia, so long as they do so in accordance with the policies and guidelines. Moreover, alterative poimts of view can help flesh out an article as long as they conform with the Five pillars. Whilst I am not sure calling someone a "Kurd" in an of itself is an insult, preventing participation due to political belief is inappropriate. On the other hand, Gomada, you have certainly painted yourself as an opponent to Mirzali, having been part and parcel of the kerfuffle in 2013. Both of you, step back, take a deep breath, and think about how to work together. Otherwise, Mirzali's adminship won't last that long (it's only for 3 months) and if the stewards have to step in and police the project due to rampant violations, they may take all of this (including the growing personal animosity) into consideration. I am importer of it.wikiversity and administrator of it.wikiversity beta.wikiversity test.wikipedia and test2.wikipedia. Comment Comment I believe that a consensus in this situation is unnecessary. These are not community wikis or content, they are test wikis and therefore there is no risk that any significant damage can be caused with the permits. The user that requests them is well established in several projects and I believe that I do not see any problem in granting them (at least temporarily).
