If you indeed have signed the confidentiality agreement and you're not in the identification noticeboard you need to talk with User:Jalexander-WMF or User:JSutherland (WMF) and see if they missed your signature or there was any problem with it. In accordance with our policy during the period of 365 days administrators have to do both at least one edition in the main namespace and at least one action using their rights. Although Astromp has used his rights for the past year, he has not done any edition since 2016-07-17, and that is why his rights should be removed. This is the same case as here and here.
