Administrator access

Mithridates@ie.wikipedia.org

I was originally added as a sysop three months ago but didn't know that the request was made here, or that the period was for just three months, and as a result the Interlingue / Occidental Wikipedia is back to zero sysops again. I just found out a few days ago when I tried to delete a page written in the wrong language. We only have a single such item to delete at the moment so having zero sysops is not super urgent but I've started the discussion there and we should see some votes soon. Mithridates (talk) 17:04, 24 November 2020 (UTC)

On hold until 1 December 2020 Ruslik (talk) 21:00, 24 November 2020 (UTC)
Seven days have passed so this comment will act as the request for adminship, I hope. Mithridates (talk) 05:34, 2 December 2020 (UTC)
Mithridates, Done Granted for 6 months to expire on 2021-06-02. Not all votes seem valid, some came from people who joined the wiki with the sole purpose to vote, but as there is no oppose votes and other concerns, then there is no problem. Please feel free to ask any questions related to adminship, to translate the interface on translatewiki: and not locally and be sure to start a new vote approximately a week before this flag expires to then request a renewal. Thanks for you work! --Base (talk) 09:23, 2 December 2020 (UTC)
Thank you! Yes, I mentioned it on the Occidental Discord and a few joined to vote. We're always trying to get more and more people to sum up the courage to write articles and we got a few more to join this time around. Mithridates (talk) 10:06, 2 December 2020 (UTC)

Շահէն@hyw.wikipedia

My experience and work is mostly on Western Armenian Wikipedia, helping with edits, content and article creation, template translations and creations since 2015. By becoming an admin, I intend to fight vandalism, work on deleting pages by standards of notability and relevance, enhance Wiki outreach. The Western Armenian (small) community unanimously voted to make me an admin, you can find it here. I've also occasionally contributed to English Wikipedia over the years. --Շահէն (talk) 19:42, 1 December 2020 (UTC)

Request moved from Meta:Requests for adminship/Շահէն to here. — Tulsi Bhagat contribs | talk ] 04:22, 2 December 2020 (UTC)
Շահէն, Done Granted for 1 year to expire on 2021-12-02. I am quite happy with the vote, but as the wiki community is still relatively small and you are new to adminship I decided to go with temporary permissions for now. Please feel free to ask any questions relevant to the adminship, make sure to translate the interface on translatewiki: and not locally and be sure to start a new vote approximately 1 week before this flag expires to request a renewal. Thank you! --Base (talk) 09:37, 2 December 2020 (UTC)

TheHighFighter2@vi.wiktionary.org

We have a local crat that doesn't respond to his talk page for months. I'm requesting permanent sysop for this user because all sysops in this project are also permanent. I've been a sysop of this project for 9 years. Nguyentrongphu (talk) 17:08, 3 December 2020 (UTC)

Not done. Nguyentrongphu, I see that the bureaucrat is active both on the Vietnamese Wiktionary as well as on other wikis (including today on Wikidata). Please try to contact them, including on other wikis. If you have problems with them as a bureaucrat the proper way is to hold a vote which will de-crat them. And then the adminship vote is anyway to be put on hold till December 7th otherwise as apparently it's started on 30th. CC @Mxn: --Base (talk) 21:01, 3 December 2020 (UTC)

Jnanaranjan_sahu@or.wikisource

The discussion has started more than 14 days ago. Active wiki source users have supported.
Currently, I am a permanent admin and interface admin at another Odia Wiki Project i.e Odia Wikipedia.
I have been admin and interface admin on or.wikisource since last two years and the extended 1 year permission has been ended shortly.
Please grant admin as well as Interface Admin permission. I have requested for both on my local request.
Kindly approve the permission in a permanent basis as Odia Wikipedia.
Thank You in advance.--Jnanaranjan sahu (talk) 06:43, 7 December 2020 (UTC)

Done Granted for 2 years to expire on 2021-12-07. Jnanaranjan sahu, I am not confident enough to give permanent permissions yet, but as a compromise I've made it two years given your experience and quite solid albeit small voter base. As usual please make sure to start a new vote shortly before the flags are to expire and then request a continuation here. Thank you for the work you are doing! --Base (talk) 07:13, 7 December 2020 (UTC)
Noted your points.Thank You so much @Base. --Jnanaranjan sahu (talk) 09:35, 7 December 2020 (UTC)

Boesenbergia has already been test-admin in Incubator. I propose giving him/her temporary adminship for 1 month to get the new wiki started. --MF-W 14:33, 15 December 2020 (UTC)

Sounds reasonable. Done Granted for 1 month to expire on 2021-01-15. Should Boesenbergia wish to remain as an administrator a local RfA would be required. —MarcoAurelio (talk) 14:53, 15 December 2020 (UTC)

Алиса Селезньова, ShockD, StanProg @bgwikisource

Dear Colleagues,
Could you please grant administrator access in bgsource to Алиса Селезньова, ShockD, and StanProg? May I also ask you to grant the longest possible terms you deem adequate under your rules? As a former sysop on bgsource, elected three times—10 May 2019 (granted 1 y) diff, 28 March 2018 (1 y) diff, 27 September 2017 (6 mo) diff (and also elected three times on bgbooks: 4 August 2019 (granted 2 y) diff, 2 July 2018 (1 y) diff, 3 January 2018 (6 mo) diff)—I fully endorse the three applicants and I am very grateful to them for volunteering to pick up the baton. With the increased interest in the Bulgarian wikicommunity towards Wikisource, hopefully this important project will see a much needed revival.
Thank you very much and wishing you really enjoyable holidays!
Cheers,

Superpes15@itwikiversity

Hi, as there is only one (inactive) sysop on itwikiversity (the last action of the local admin was made in July) and there is often maintenance work to be done and vandalism to be handle, I'm asking for temporary sysop flag (3 moths or 6 moths). I’m also a GR and an itwikipedia sysop. There are no active users, so no one has commented on my application, in this case I don't know if it is possible to ask for 6 months of flag but I hope that in 3 months itwikiversity will be populated again and I will no longer need the flag :) Regards and merry Christmas! --Superpes15 (talk) 00:07, 25 December 2020 (UTC)

The discussion about administrator rights started on 8 December 2020 at 23:10 (UTC) and has ended on 22. December 2020 at 23:10 (UTC). All votes were valid, five contributors have supported me, and no one was against. I know that on cswikinews there is a bureaucrat User:Danny B., but he hasn't been active since June 2020 on that project. Edits made under his account are probably made by a bot operating under his account, you can see for yourself. By the way I've also requested a bot flag on cswikinews more than 3 weeks ago, I notified him many times to take an action, but he did no respond – so I submitted a request on Meta. I therefore ask stewards to resolve both of these requests, as there is no indication that Danny B. should react soon. Thank you so much --Robins7 (talk) 00:00, 24 December 2020 (UTC)

Danny B. was actually active last on 20 December, not in June. Ruslik (talk) 10:10, 25 December 2020 (UTC)
Robins7 probably disregards the creation of the per-day category/page, considering they're all created at same time (00:07 CET), it might be a bot task. Martin Urbanec (talk) 15:11, 25 December 2020 (UTC)

Bureaucrat access

Nguyentrongphu@vi.wiktionary

The following request is closed. Please do not modify it. No further edits should be made to this discussion.

I've been an admin and the most active on this project for 9 years. We currently have 1 inactive crat, so the community has decided to vote on a new crat. Nguyentrongphu (talk) 04:47, 18 December 2020 (UTC)

Base. Nguyentrongphu (talk) 09:30, 18 December 2020 (UTC)
Not done Per steward guidelines, a project needs to be "large enough" in order to have a bureaucrat appointed by the stewards. While there is enough votes in your RfB, viwiktionary had less than 50 right changes in last 15 years, hence it doesn't meet the "need for right". The best thing to do would be to either vote on removing the inactive bureaucrat, or introducing an inactivity policy, and letting the stewards to manage the user rights of viwiktionary. Best, --Martin Urbanec (talk) 16:13, 18 December 2020 (UTC)
Ruslik, Base, Martin Urbanec, MarcoAurelio, User:BRPever, User:Krd, User:MusikAnimal, User:Sakretsu, User:Sotiale, User:Tks4Fish it's your own interpretation of "large enough" (no where in the guideline does it say 50 right changes). We already have 6 permanent sysops (we used to have more, but some were de-sysoped due to inactivity) and 1 crat (the guideline does say we should have at least 2 crats). We already have 1 crat, so your argument of not "large enough" falls flat. How did we have 1 crat in the first place? It is no problem to have another crat. Instead of solving the problem in a simple way by granting me (a trusted user) the crat tool, you're asking the vi-wiktionary community to do it a "hard" way. And no, we do not want to de-crat someone just because of one isolated incident. Also, inactivity policy is easy to cheat through.
vi-wiktionary community asked the stewards to grant sysop flag to an elected user, but it was rejected on basis of us already having 1 crat. 2 other users (in vi-wiktionary) were voted to be sysop several months ago, but there was no active crat to do it! We have been waiting for months to give out new sysop flag to elected users -> this is exactly the "need" right here, not based on some convoluted guideline (noted guideline, not policy). Also, see IAR. Nguyentrongphu (talk) 18:06, 18 December 2020 (UTC)
I am not sure why I am getting pinged here.
In any case, Martin's decline is right if only because vi.wiktionary has a local bureaucrat (mxn) which can grant said permissions. Please ask mxn via talk page and/or email for assistance. mxn is not inactive. He editted the project last month, and has editted today on commons (global contribs). —MarcoAurelio (talk) 18:18, 18 December 2020 (UTC)
I have been trying to contact him for months and failed (including email and messages on multiple projects such as Wikidata, Wiktionary and Wikipedia; another steward also tried to contact him through facebook and other means, but also failed). If only he gives out sysop flag like he supposes to, there would be no problem. You get pinged because I believe Martin has made a bad choice in refusing my crat request based on the community's need. This is hindering the project's growth and a serious issue that hasn't been addressed for months. Nguyentrongphu (talk) 19:03, 18 December 2020 (UTC)
I'll be honest. When a local community is large enough, I don't expect almost all RfB voters to have just a few edits on that project.--Sakretsu (炸裂) 18:58, 18 December 2020 (UTC)
"All of them" each has at least a few thousands up to tens of thousands of edits and many years of experience on Vi Wikipedia (even multiple sysops from Vi Wikipedia voted for me). Vi Wikipedia is local by extension with its sister and closely related project Vi Wiktionary. Therefore, I believe they have the right to ask for a new crat when they see the "need". Nguyentrongphu (talk) 19:05, 18 December 2020 (UTC)
If we take the "inactivity policy" solution like he suggested, it could take at least 1 year from now until we can give out new sysop to elected users? That solution doesn't make any sense. Please have some common sense and see IAR. Please respect what the local community wants, and giving me the crat tool is the best solution in supporting the project's interest, need and growth right now. I only want what's best for Vi Wiktionary. Nguyentrongphu (talk) 19:23, 18 December 2020 (UTC)
The rules are there to protect small wikis; there are simply too many wikis with 1 bureaucrat who either goes terminally inactive (as in this case) or who runs the wiki like a fiefdom and make loyalty the primary criterion for adminship. --Rschen7754 02:21, 19 December 2020 (UTC)
Therefore, there should be at least 2 crats (not 1) to prevent vi-wiktionary turning into a fiefdom. Nguyentrongphu (talk) 03:57, 19 December 2020 (UTC)
The way I see it. I meet multiple criteria outlined in the guideline such as 17 votes, should have at least 2 crats (we already have 1 crat!) and at least 6 permanent sysops. With just one subjective interpretation of one other criteria (personal opinion), the steward refused this request; that act goes directly against the local community consensus. You don't get to tell what the community needs. The community knows what it needs. That is a sign of the abuse of power. Nguyentrongphu (talk) 07:11, 19 December 2020 (UTC)
Yes, and most of those votes are from editors with <10 edits. How did they show up? Canvassing? --Rschen7754 07:22, 19 December 2020 (UTC)
Did you read (I already explained above)? "All of them" each has at least a few thousands up to tens of thousands of edits and many years of experience on Vi Wikipedia (even multiple sysops from Vi Wikipedia voted for me). Nguyentrongphu (talk) 07:39, 19 December 2020 (UTC)
Indeed there was canvassing: [3][4][5] --Rschen7754 07:29, 19 December 2020 (UTC)
Please read the canvassing guideline again and perhaps learn some Vietnamese: "When notifying other editors of discussions, keep the number of notifications small, keep the message text neutral, and don't preselect recipients according to their established opinions. @Timekeepertmk: please reply to the email I just send to you. @other stewards: three months ago the Thai wikipedia lost one CU and therefore the other CU (Geonuch) lost their rights too pending appointment of a second CU. I think this qualifies giving the CU rights back. Trijnsteltalk 15:21, 20 December 2020 (UTC)

Unsuspending Geonuch's CU permissions also looks ok to me. It was procedurally done per policy just three months ago and they've been active in the meanwhile, so restoring the permissions is procedurally correct here as well. Thanks. —MarcoAurelio (talk) 11:26, 21 December 2020 (UTC)

אמא של גולן, if I understand the Google translation of the removal policy correctly, removal for inactivity requires a vote. Is that correct? Shall I consider this request to be just a resignation? In such case  On hold for 24 hours during which you are free to change your mind. --Base (talk)
Hi, my term expired (3 years passed) and I didn't ask for a vote for another term. I'm just not sure if the permissions expire or that I need to ask to have them removed. Thanks אמא של גולן (talk) 21:47, 3 December 2020 (UTC)
אמא של גולן, oh! Now that you mention it, nothing has to be done, since you indeed had temporary permissions and they have automatically expired. If you want to prolong your adminship you will need to have a local bureucrat do it, I assume after a vote, but I do not know what the conditions of your temporary access were. Thanks for your work! --Base (talk) 22:12, 3 December 2020 (UTC)

Huji@fawiki

Due to off wiki issues, I will not be able to stay regularly connected with the WMF wikis for at least two weeks. Because fawiki only has two users with checkuser right, me and User:Ladsgroup, and given that (while I trust the other CU very highly) my absence would render me unable to monitor their use of the CU tool, I think it is best that both our CU rights be revoked at this time. I will let the stewards know once I am back on track so you can reinstate both of us, hopefully in 2-3 weeks. Note that there is no need to redact other related access (e.g. CU wiki, CU listserv, etc.); the only access that depends on my role as the "peer reviewer" is the CU itself. User:Ladsgroup is aware of this situation and agrees with it (and I ask him to express his agreement here as well). Huji (talk) 20:13, 7 December 2020 (UTC)

I'm fine with this. I hope this will be over soon Amir (talk) 09:11, 8 December 2020 (UTC)
Dear Huji, as it is stated in the box above in this section, «the rights will not be restored by stewards once they are removed». While I can understand why this is being requested, and the fawiki situation in particular, I am not sure that we'd be able to simply restore both of you without a new RfCU. I will wait to read comments from my other colleagues. Regards, —MarcoAurelio (talk) 09:18, 8 December 2020 (UTC)
To clarify: I am not against, as can understand the why, but I would like to hear from others. —MarcoAurelio (talk) 09:38, 8 December 2020 (UTC)
I'm inclined to reject this request. The checkuser policy allows you to be inactive up to one year before removal of access. Unless specified otherwise in a local policy, Amir can definitely be trusted alone with the tools for just a couple of weeks--Sakretsu (炸裂) 11:38, 8 December 2020 (UTC)
I agree with Sakretsu. Unless you, Huji, also have other concerns which make it better for you to temporary not have access to the rights, it is okay. Stewards and Ombuds can also view the local CU logs, so if some red flags would reach us, we would be able to check as well. I am more than confident that Ladsgroup can be unsupervised for a fortnight or so though (besides as a developer he probably has some other ways to dip into the data…). --Base (talk) 12:23, 8 December 2020 (UTC)
@Huji: As MarcoAurelio mentioned, we're not allowed to promote users without a valid appointment. In another words, the only thing we can do as the stewards, is to take this as your resignation, (fully) demote both you and Ladsgroup (since he'd stay the only CU), and reappoint if and only if there was a valid RfCU. I've briefly discussed this with JSutherland (WMF), and the best thing to do would be to contact his team directly, via ca@wikimedia.org, and explain why a temporary removal of rights is needed. For reference, there's been a precedent of removing rights temporarily by the Foundation for security purposes at fawiki (cf. [6], [7]). I'll leave this open so it isn't archived automatically, Huji should feel free to set status to not done once the request is sent to the WMF. Best, --Martin Urbanec (talk) 13:50, 8 December 2020 (UTC)
@MarcoAurelio: fair point. If your interpretation is that "actively" monitoring the CU log is not needed, and others with access can do it on demand, then there is no reason to change anything and you can reject this request. Do you think I need to let anyone (besides Amir) know when I am back in the saddle? Huji (talk) 18:26, 8 December 2020 (UTC)
My preference and my practice is indeed that of actively monitoring where possible, Huji. If you or the fawiki community would be more confortable, I think you could ask the OC to take a look regularly to the fawiki log or as Martin suggested, ask the Foundation to temporarily suspend your permissions and those of Ladsgroup during your absence. Note that this is also opening a bit of a can of worms because while we try hard to understand every situation, not speaking the language or knowing the community is a barrier, and those could very well be exploited by trolls or other malicious users while there's no local CUs in fawiki to try to fool us and make us check somebody that uses puppet in a legitimate way due to the situation of the region. Best regards. —MarcoAurelio (talk) 11:13, 9 December 2020 (UTC)
(off-topic) In some Wikipedias (such as Arabic one), the policy allows restoration of resigned CheckUser right without a vote. See also Steward_requests/Permissions/2017-12#Elph@ar.wikipedia.--GZWDer (talk) 18:33, 8 December 2020 (UTC)
I am not sure we should be bound by that honestly. Local projects may make it access to CU and OS harder, not easier; and the CU policy mandates either ArbCom appointment or community elections to access those permissions. —MarcoAurelio (talk) 11:03, 9 December 2020 (UTC)
