Good Day!

I would like to apply for the renewal of my administrator access in Bikol Wikipedia. As an administrator, I formalized my vision for Bikol Wikipedia through the WikiProyekto project which I believe had contributed significant impact to the local community. As a result, diversity on the featured topics is now more evident from the field of science to the arts.

As an editor, I am active in the creation of new Articles especially these past few months. Aside from the Articles, I am also active creating Non-articles like Redirects, Templates, and Talk pages. I also initiated the publishing and design of Portal pages in Bikol Wikipedia which were connected to the Main Page. I also actively participated to various projects and edit-a-thons organized by other editors from the Bikol community.

With regards to special administrator actions, I have done multiple blocking of user accounts or IP addresses which tries to contribute unwanted information to the local wikipedia. Deletion of articles through spam were also done whenever opportunity comes.

If ever granted the administrator access again: (1) I will ensure the balance which were currently observed in the continuous increase of the Number of articles and Depth of Bikol Wikipedia (2) I can help the current administrators again in monitoring of edits (3) I will create more WikiProjects to promote diversity of featured topics in Bikol Wikipedia.

Please note that I have signed the "General confidentiality agreement for nonpublic information" on Phabricator with my global account: Poudou99 (which is the one I use in Commons, Mediawiki, Wikidata,...).
My local account on Wikipedia-Fr is Poudou!. However both these 2 accounts : Poudou! (on Wp-fr) and Poudou99 (my global account) have the same email adress.

Indeed; these 2 account do not make things easy.
In 2007/2008 I started to use the global account Poudou99 in Wp-Fr and in Commons.
In 2016, after some periods of absence in WP-fr, I have created a new account in WP-fr (account which was renamed in Poudou!). But I always continued to use the account Poudou99 in Commons and in the other WM projects.
Yesterday, when I tried to connect in meta.wikimedia.org, the global account Poudou99 was chosen, and the same for Phabricator. It was impossible to create an account for Poudou! in Phabricator because Phabricator said that my email address was already in use.
So I signed the agreement with my Poudou99 account

I think the user can create a new phabricator account, connect it to the alternate name, and sign the documents for the alternate name. This would avoid all exceptions. (At best the accounts should be merged, but I think this cannot be required.) --Krd 08:38, 26 November 2021 (UTC)
What Krd said - that could be one way to move with the signature. But my understanding is Legal doesn't require it as long as we can confirm the person using the alternate account is the same person who signed the document under a different account. As a next step, I would suggest Poudou99 to send a note to ca@wikimedia.org explaining the situation so that we can keep that for our internal record. As for adding the rights - this can go ahead as I can confirm the email used to sign the agreement is also the address that has been attached to these two accounts. Thanks everyone for helping me in trying to solve my double accounts problem.
I have to remind that the problem comes from the fact that my email address is common to my two accounts (Poudou! in WP-fr and Poudou99 in Commons).
Initially, Phabricator has linked my email address to my Commons account (Poudou99). But when I wanted to log into Phabricator with my WP-fr account (Poudou!), it failed because Phabricator said my email address was already in use. I've tried to change my email address on Commons side but Phabricator kept the old one.
I'm stucked on this point. So I had to sign with my Poudou99 account... And that does not work with my CU resquest for my WP-fr account.
I don't kwow if someone can cancel my Phabricator account (with Poudou99 name) so that I could create a new one for Poudou! and then I will be able to sign with this account.
I take note of the suggestion to write to ca@wikimedia.org (to what or to whom this address corresponds to ?).

@Poudou99 ca@wikimedia.org is an email address maintained by the Wikimedia Foundation's Trust and Safety team (aka T&S), which is the team @NahidSultan (WMF) is a member of. The team is (among other things) responsible for the NDA signature process.
For the Phabricator side of things, you would need to change the email address in Phabricator itself (it has a separate database, and it only takes your Wikimedia email address when you sign in for the first time). You can do it by logging in there, clicking the profile icon in top-right (next to the search box), clicking "Settings" and going to "Email addresses". In that screen, you can add a different email address, set it to Primary and then delete your old email address. Once you do so, you'll be able to create the other account. Let me know if you have any issues with that.

Now I have the same account Poudou99 in Commons, in Meta-Wikimedia and in Phabricator with the same email address for these sites (let's call it "addr2")
Then, I have created a new Phabricator account with account name "Poudou" associated to my account Poudou! in Meta-Wikimedia and in Wikipedia-Fr with the same email address (let's call it "addr1").
Finally, I have signed the aggreement with my Poudou account in Phabricator

Dan Mihai Pitea@ro.wikipedia

The ro.wikipedia has no bureaucrats. In the discussion, the only response is blaming me for my behavior. Currently, ro.wiki has active users, but the majority of them do not get involved in discussions or disputes, this fact made it easier for patrollers and administrators to abuse their permissions with the "community accord" (decisions made by a small number of editors which are impartial and always have the same agenda).

As it is, the discussion will not be answered by anybody. All the points made in the discussion can be checked in the blocking journal.

The discussion in English

Good morning, I want to report the repeating abuse of the user Dan Mihai Pitea, administrator on ro.wiki since 4 february, 2016. My reasoning can be found in the following lists:

After I answered to Cafenea Folosirea "sînt" în paginile Wikipedia, he blocked me 10 minutes later for "aggresive behavior" for 48 hours with no right to create accounts, disabled e-mail and no right to modify own talk page. He proceeded wrongly and this might not be the only time:

  1. The reason is not in the Blocking Policy. Also the notification written on the profile has a different reason. He also deleted the part with "ask for unblock" from the notification.
  2. He blocked me while I was in a dispute with him about the reverts he did to my edits.
  3. The 48 hours do not have a basis. Seems like he just felt that it was a right amount of time...
  4. I had to search for the actual answer and I found out that a user started a discussion about me where I was accused of sock-puppety, reserve account, wikilawyer without proof.
  5. He removed the logos I uploaded for some banks with the reasoning "Mass deleting pages created by GoldRoger487".

During his administratorship, he acted as he pleased:

  1. He inserted on his candidancy page.
  2. He got into conflicts with other users and also blocked them.
  3. He deleted a user message without responding to it.
  4. He was also called out by other administrators for his ban length, attitude and reasons that do not comply to the blocking policy. Unfortunately, he did not change.

The user blocks others without right to modify their own talk page (40% of his blocks) and as mentioned, he blocks incosistently (maybe based on personal bias).

  1. He blocked IsacAsim for 1 year with the reasoning "Edits against the scientific consensus" with no right to modify his own talk page.
  2. On the date of 25 june, he blocked multiple IPs for at least 1 month with a most of 3 months for petty vandalism. He could have protected the pages for autoconfirmed users instead.
  3. He blocked a user for 3 months after the user was banned for 1 week without the right to modify his own talk page.
  4. He blocked the user 193.253.235.86 for 1 week as the first punishment without right to modify his own talk page.

The user notifies the blocked users on their talk page with different reasons from the ones in the logs. He also uses some reasons like: "account created for pranks", "attack account", "obvious pattern".

  1. He blocked the user 203.76.221.100 for 2 weeks with the log reason "vandalism", but wrote "obscenities" on the talk page.
  2. He blocked the user Gorky2005 for 1 week without the right to modify the talk page. The talk page reasaon was "reason".
  3. He blocked the users 89.137.251.60 and 92.86.157.137 for 3 months without the right to modify the talk page.
  4. He blocked the user 5.14.149.230 for 1 month for 2 edits.

Rastrojo@eswikipedia

After a vote that took place in es.wikipedia on April of 2021, the community instituted a requirement for checkusers to respond, on a yearly basis, to at least a single request in the es.wikipedia Requests for checkuser page. See: [3] and [4].

As the es.wikipedia CU Rastrojo has not replied to any request in that space since October of 2020 ([5]) and has not provided any explanation or justification for this (and he is still an active editor [6]), it follows that his checkuser flag should be removed. @Ñ Hello, my reading of the policy is that it requires a notification to the checkuser to be made, asking them to provide a justification. Failure to provide such justification can then be a reason to remove the permissions. As far as I can see, there's no such message on @Rastrojo's talk page. Hello Martin Urbanec, as the author of the vote, I point out that the policy says that the withdrawal of the flag is administrative, that is, once the deadline has expired, the flag is automatically withdrawn in the same way as, by example, it's done with the oversight flag when the user doesn't use the account in more than a year, and the CU must justify the inactivity before the deadline. @Ñ Thanks for starting the discussion thread. To answer the "how" question: It's simple, if a policy allows the CU to justify a period of inactivity, they need to know about it. Do we expect CUs to keep track on "days since last SPI investigated"? It's fair to expect people to know "it was roughly weeks ago/roughly months ago", but the exact deadline can be very easy to forget about. Second part of my reasoning is described below: the TLDR is "how should be the justification presented if not as a response to a talk page message/notification".
@Ruy My understanding of the word "administrative" was that it doesn't require an explicit consensus among the community members (as opposed to recalling a CU by a vote) rather than "happens automatically once the deadline passes". Thanks for clarifying. However, I still have a question about how this should work. What would be the expected way for a CU to provide the justification (if they have any)? If a notification was required (as I originally thought), such justification would have to be at the talk page (either directly, or at least linked from the notification thread). But that's clearly not the case here . So, what should we (the stewards) look for here?
Keep in mind the CU removal policy is ultimately evaluated by a steward, who needs to check all the conditions set by the policy were met (and certify that by performing the removal). It's important to note that the evaluating steward (in this case, me) doesn't need to speak Spanish or know eswiki customs. For me, and I believe for other non-Spanish stewards, it's quite easy to check a particular page (such as, talk page of the CU) using a machine translation tool. However, I can never reasonably certify "the justification was never presented anywhere on the Spanish Wikipedia" .

Not done The discussion linked by @Romaine: is not a discussion about promoting Romaine to an importer. As such, there is currently no community consensus for the rights to be granted. To make it easier for the stewards to manage the SRP request page, I'm closing this as not done.

As an aside personal note, I'm not 100% convinced importer is the right tool for the job. I would suggest expanding the use-case for limited adminship to include importing pages as well. Administrators are transwiki importers by default, and the import sources defined for the Meta Wiki include outreachwiki.
