Hi, After meeting in Thimphu, Bhutan, in June, there is a renewed commitment to developing Dzongkha Wikipedia and engaging local Dzongkha speakers to build an editing community. This involves engaging with community leaders and institutions and on this basis, we would like to nominate two Bhutanese individuals who are well-known to the wider community, who both speak and write excellent Dzongkha, and are experienced editors. We would like to ask that they be granted admin rights for a year in order to start the ball rolling. (It is going to take time, both work full time, so we think six months will be both too short and counterproductive). According to WMF figures, there are four people in Bhutan actively editing English WP and just 2 editing Dzongkha Wikipedia. Hence the small voting community.

@Ezagren: I have to decline this request for several reasons. 1) As i've noted in just declining other requests, a discussion starting in May open until July is not appropriate. 7 or 14 days max. I understand a lot of votes are in July, and took that into consideration. 2) You also mentioned the votes were inappropriately canvassed off-wiki. 3) The user as far as I can see has not accepted the nomination. The bureaucracy is because we have had this cause issues before. People can change their minds in 3 months based on your actions, and what was valid as consensus then, is may not still be valid now. If we promoted you, and people came after and objected, saying they didn't have the proper chance to express their change in position, we'd be stuck between a rock and a hard place, because it would then invalidate their vote which you are still taking as valid.
This policy applies to all wikis, and you are not being singled out as you can see by the other declines on this page. Should you wish to change the current consensus, you are free to start a global RFC about the matter. -- Amanda (she/her) 17:38, 6 August 2023 (UTC)

PeaceSeekers@mswiktionary

Currently, the Malay Wiktionary, especially under development of our Wikimedia Community User Group Malaysia (WCUGM), is having significant activity, especially regarding documentation of Malaysian indigenous languages, with workshops and editing competitions have and will be organized. To compensate this, a proper administration is needed. However, as of now, the current administrators are inactive, and there is no bureaucrats, causing maintenance, clean-ups and vandalism tracking especially difficult. As such, I, would like to volunteer myself as an admin, after support from Wiktionary and WCUGM in order to develop Wiktionary further. Comment Comment If you will permit me, I would like to expand further here.

Context: it is impossible to gain local consensus on sh.wikipedia on any issue regarding old admins. The project has some 170 active members, de jure. When it comes down to users who are active daily, it's closer to 10 and most of them are sysop, rollbackers etc. In a situation like this, where other 3 or 4 admins. have no wish to be in opposition to their colleague, for whatever reason, editors are facing terrible problems. Also, I believe that SHW has no local permissions procedure.

Edgar Allan Poe has major WP:OWN issues. He abuses his admin. tools on every corner and he often removes people's comments simply because he doesn't like them. Just like that.

What we are facing is not about content-related issues, it's about widescale abuse of admin. tools, edit warring and major WP:BULLY pattern. I'm aware that it might seem like two frustrated editor looking for an axe to grind, but that's not the case. We are not allowed to edit on that project, pretty much. Why? Somebody doesn't like it.

I'm not shining in every discussion and I was provoked or I was too harsh two or three times, especially on questions regarding opposition to absolutism and fascism, but please, imagine editing while someone is literally waiting for a tiniest mistake to ban you for a month and insult you in the process. That's what editing on sh.wikipedia sometimes looks like. They operate like a little clan on an island and every "outsiders" who changes anything is soon attacked, reverted and backed into a corner. Some admins on the sh.wiki project are more or les doing a good job, but, this editor has been contributing for 10 years and he pretty much dominates the tiny project.

This is going to be a long post but please bare with me, I'm sure that you have never seen anything like this, at least not recently. For all the native English speakers, I apologize in advance if I butcher your language, it's quite late in my time zone and I don't sleep much these days.

EAP's typical modus operandi is to accuse others of being chauvinistic, nationalistic, wanting to carve out other nation's territory, malicious provocateurs etc. It's "all you, no my guilt" game with him. That approach is pushing editors away, again and again. When he has no arguments to present, he'll ping one or two editors who are his "buddies" and you'll get dragged into a "good cop-bad cop" kind of scenario.

  • Not done we would only remove access without discussion if there was an urgent emergency. There are other admins on that project that could take action against another admin if needed as well. To force a removal, you will need a showing of consensus. @Ferien I did think that originally since it is the standard, however I asked myself: Will 2 days add anything substantive or will ending at 5 days have a negative impact. I reached the conclusion that given the 3 supports and the user holding the group on other wikis there is no benefit to dragging it out for another 2 days. @Terasail: Indeed, the result is already obvious, it is just per Steward requests/Permissions/Minimum voting requirements, at least a week discussion is recommended for admin. Thanks for the ping @Terasail. I'm reluctant to go ahead and grant rights as a steward when bureaucrats -- at least technically -- exist and are active. Since the Wikifunctions staff group provides all the rights that Bureaucrats have, it would be IMO helpful to empty the Bureaucrat group, to reduce the confusion. I do understand this, and is exactly why I mentioned it here and pinged you, however in this case I think that most staff appear to be focused on wikimania and no user group changes have occured since 10 August (f:Special:Log/rights) and for that reason alone I think it might as well be performed here until there is more clarity and wikimania is over. I asked this of WMF a bit and after that my current stance is that the WMF bureaucrats are "not bureaucrats" for this purpose. Also wikifunct is prob too small to need community 'crats right now. So basically for admin/intadmin/tadmin/bot/(lower things) - if wikifunct discussion meets the MVR of other SMW's I think we're in the clear to deal with these. — xaosflux Talk 18:29, 15 August 2023 (UTC)
