Hi, After meeting in Thimphu, Bhutan, in June, there is a renewed commitment to developing Dzongkha Wikipedia and engaging local Dzongkha speakers to build an editing community. This involves engaging with community leaders and institutions and on this basis, we would like to nominate two Bhutanese individuals who are well-known to the wider community, who both speak and write excellent Dzongkha, and are experienced editors. We would like to ask that they be granted admin rights for a year in order to start the ball rolling. (It is going to take time, both work full time, so we think six months will be both too short and counterproductive). According to WMF figures, there are four people in Bhutan actively editing English WP and just 2 editing Dzongkha Wikipedia. Hence the small voting community.

The bureaucracy is because we have had this cause issues before. People can change their minds in 3 months based on your actions, and what was valid as consensus then, is may not still be valid now. If we promoted you, and people came after and objected, saying they didn't have the proper chance to express their change in position, we'd be stuck between a rock and a hard place, because it would then invalidate their vote which you are still taking as valid.

This policy applies to all wikis, and you are not being singled out as you can see by the other declines on this page. Should you wish to change the current consensus, you are free to start a global RFC about the matter. -- Amanda (she/her) 17:38, 6 August 2023 (UTC)

Currently, the Malay Wiktionary, especially under development of our Wikimedia Community User Group Malaysia (WCUGM), is having significant activity, especially regarding documentation of Malaysian indigenous languages, with workshops and editing competitions have and will be organized. To compensate this, a proper administration is needed. However, as of now, the current administrators are inactive, and there is no bureaucrats, causing maintenance, clean-ups and vandalism tracking especially difficult. As such, I, would like to volunteer myself as an admin, after support from Wiktionary and WCUGM in order to develop Wiktionary further. Comment If you will permit me, I would like to expand further here.

Context: it is impossible to gain local consensus on sh.wikipedia on any issue regarding old admins. The project has some 170 active members, de jure. When it comes down to users who are active daily, it's closer to 10 and most of them are sysop, rollbackers etc. In a situation like this, where other 3 or 4 admins. have no wish to be in opposition to their colleague, for whatever reason, editors are facing terrible problems. Also, I believe that SHW has no local permissions procedure.

Edgar Allan Poe has major WP:OWN issues. He abuses his admin. tools on every corner and he often removes people's comments simply because he doesn't like them. Just like that.

What we are facing is not about content-related issues, it's about widescale abuse of admin. tools, edit warring and major WP:BULLY pattern. I'm aware that it might seem like two frustrated editor looking for an axe to grind, but that's not the case. We are not allowed to edit on that project, pretty much. Why? Somebody doesn't like it.

I'm not shining in every discussion and I was provoked or I was too harsh two or three times, especially on questions regarding opposition to absolutism and fascism, but please, imagine editing while someone is literally waiting for a tiniest mistake to ban you for a month and insult you in the process. That's what editing on sh.wikipedia sometimes looks like. They operate like a little clan on an island and every "outsiders" who changes anything is soon attacked, reverted and backed into a corner. Some admins on the sh.wiki project are more or les doing a good job, but, this editor has been contributing for 10 years and he pretty much dominates the tiny project.

This is going to be a long post but please bare with me, I'm sure that you have never seen anything like this, at least not recently. For all the native English speakers, I apologize in advance if I butcher your language, it's quite late in my time zone and I don't sleep much these days.

EAP's typical modus operandi is to accuse others of being chauvinistic, nationalistic, wanting to carve out other nation's territory, malicious provocateurs etc. It's "all you, no my guilt" game with him. That approach is pushing editors away, again and again. When he has no arguments to present, he'll ping one or two editors who are his "buddies" and you'll get dragged into a "good cop-bad cop" kind of scenario.

Distrubing widescale abuse on sh.wikipedia by Edgar Allan Poe

In his very first comment on my user page, he warned me strictly not to edit one page because somebody else is working on it. One editor was not working on it for months and months. Local policy states that if there are no new edits for 2-3 days, the "Work in progress" template should be removed. Regardless, the template was kept on the page and I was "forbidden" from editing, as if I was a bad pupil. Translation: Greeting! Colleague Mrdakson informed me about the ongoing editorial war regarding the Montenegrins page. Honestly, I haven't read all his text or all your changes, but given the fact that the colleague is really still working on the article and that we here, as his home Wikipedia, we have accepted the fact that he has a slightly slower pace than other colleagues and that it's okay. That is why I would like to ask you that, while the template for the works on the article is standing, that is, until the colleague completes the article, do not intervene in the text itself. Now, I can't edit this page at all. And the page has a number of issues, and to this day it includes text which claims that "birds are singing/speaking", because a person disagrees with me? The page includes pseudohistorical claims as well, including the notorious claim that Serbian Orthodox Church was founded 100 years ago, rather than in the early 13th century. He than locked the page permanently, so that nobody else can edit. Quite strange. Here the same admin. broke 3RR and claimed that sourced material was "fabrication of facts" In this recent instance, the same admin. started a thread in order to "determine" if the camp which claimed the lives of thousands and thousand of minors existed... We are talking about the Sisak concentration camp (WWII camp for mass murder of children) located in NDH. He wonders if it "really" existed (I quote him). Pause. Yes, he stared a new thread to "determine" if a well-documented WWII camp existed. He previously deleted the same article, claiming that he has no knowledge of it and that sources were bad. After my comments, which he removed completely via revdel, he made threats on my TP not to criticize him again. Today, another admin. made my cmt. public again, in order to cover EAP's tracks, most likely. Hours after my comments, he published a short article about the topic. But that is not the end of this story. The article, written by EAP states: The camp was already closed in January 1943 year... IP editor reverted him on this, but the page and this terrible formulation remain (already, for God's sake). In a number of other threads, just yesterday, he removed a number of my comments without any good cause. They were just comments, sometimes critical, but always polite and on-topic, no more, no less. While abusing rev. del. he mocked me by called me "Sadko, the clairvoyant boy" and "you can add a ribbon to it, this will not change". What the heck? Aca, another admin, tried to cover his tracks and made some comments available to all editor, but my comments are still not part of any discussion. In posts to my TP, where this particular admin. is trying to give merit to his doings, he literally told me that he will not talk to me, that I am a part of George Orwell's "Animal farm" and used stonewalling tactics. Use Google translate please, it should do it. In this article, admin. EAP broke 3RR, ignored WP:PRIMARY (he even claimed that there is no such thing on sh.wiki). After he restored the page, while deleting some other tiny edits of mine, he locked the page permanently. He went on to verbally warn fellow editor and the poster of this thread, that he, a newbie on sh.wikipedia, has no right to edit any articles about ex-Yugoslavia. Imagine that, verbal threat, he can't edit any pages at all, just like he is some schoolboy. See: "Molba" Admin. EAP started another EW and locked the page permanently. That's his jam. He massively removed one form of a word in Serbo-Croatian without any consensus on the project, claiming that "it sound more official". Just recently, he called another editor "incompetent, "brat" and claimed that he came to be disruptive. In this post, the same admin. claimed that I am there to "count peoples' blood cells", as if I am some sort of a Nazi. ...Članak je zaključan kako bi se spriječio opetovani revert rat korisnika kojemu je jedini cilj brojati krvna zrnca i održavati mitomanske tendencije jedne skupine. Translation: The article has been locked to prevent a repeated revert war of users whose only goal is to count blood cells and maintain the mythomaniac tendencies of a group. I added about 20 new sources in my attempt to do some work on that article. He removed it all and called me an ethno-nationalist. Don't get me wrong I made mistakes as well, but I'm just another editor on that project and this is pretty much WP:BULLY behaviour. Other editors tried to get protection from his actions in the past, with no results. He deleted a page about regional group from Metohija, a part of the disputed territory of Kosovo (Albanians living there call it differently) and claimed that it is "dumb nationalistic POV"... He removed any trace of NPOV in this article. I can't see any reason behind this edit. In this post, EAP is explaining that he is operating as if Kosovo is an independent state. A disputed territory is proclaimed to be a fully independent state, how is that for NPOV? And here he took his comments on another disturbing level... ..In everything else, he wants to help this project as much as I like to help the Russians in Ukraine - not at all. Regular stonewalling and trolling another editor, followed with yet another edit war and another page being permanently protected. The same scenario followed on this page. Not only did he lock the page so that the other editor can't edit it, he banned him from participating in the ongoing discussion. [3] [4] In the past he openly reverted editors in order to promote fake information. This is just plain nationalistic gibberish. More EW and not talking to the other editor. Ofc. the page ends up locked permanently. More of the same, admin. violated WP:BPL, added unsourced material on Dora's origin, reverted the other editor who created the article and protected the page permanently so that he can't edit. At one point, I was banned for "insulting" him, which was very, very far-fetched. I got banned for a month, with no option to request my unban because my talk page was locked. You can see my comment linked here and use Google Translate to study it, I was very critical but not offensive. Admin. EAP literally searched for a reason to ban me. This case can get even more bizzare: I was even nominated for removal of my autopatrolled rights by the admin. EAP, but, it turns out, I did not have them in the first place. I tried to removed content based on a source from 1890; admin. EAP reverted me without any reason whatsoever. Cursing, randomly. Unsourced material get's inserted back in the article and his reasoning is "I am the admin. here and I decide". Admin. yet again randomly removes good content. "F**k him, he can get the broom : ) + And f**k it ...honestly, this idea was started in order to prevent future Sadkos And he is removing comments by other users as well. @Zblace: ...Several colleagues, not all of whom are Sadko ("thank God"), have already made identical accusations against you, and they are about two things... This was written to prevent malicious changes like Sadko's. He basically wrote a "guideline" in order to remove my autopatrolled status. The trouble is, I was never AP on SHW to begin with. How is that for a strange story? As I said above, the goal of this is really not to limit anyone who is well-intentioned, but to nip Sadek in the bud. Okay, Sadko is a clown, he is not dangerous in himself. Nice folks. My vote! was removed, regardless of having a sufficient number of edits in order to vote, which I did make in a day or two, because I was previously forbidden to vote at all and I was labeled as "malicious" which is so untrue. I reacted harshly to this treatment because I had no means to get any sort of help or neutral mediator.

@Ferien I did think that originally since it is the standard, however I asked myself: Will 2 days add anything substantive or will ending at 5 days have a negative impact. I reached the conclusion that given the 3 supports and the user holding the group on other wikis there is no benefit to dragging it out for another 2 days. @Terasail: Indeed, the result is already obvious, it is just per Steward requests/Permissions/Minimum voting requirements, at least a week discussion is recommended for admin. Thanks for the ping @Terasail. I'm reluctant to go ahead and grant rights as a steward when bureaucrats -- at least technically -- exist and are active. Since the Wikifunctions staff group provides all the rights that Bureaucrats have, it would be IMO helpful to empty the Bureaucrat group, to reduce the confusion. I do understand this, and is exactly why I mentioned it here and pinged you, however in this case I think that most staff appear to be focused on wikimania and no user group changes have occured since 10 August (f:Special:Log/rights) and for that reason alone I think it might as well be performed here until there is more clarity and wikimania is over. I asked this of WMF a bit and after that my current stance is that the WMF bureaucrats are "not bureaucrats" for this purpose. Also wikifunct is prob too small to need community 'crats right now.
