One of England’s most famous schools failed to protect young boys from a “highly unstable” teacher who became infatuated with some pupils and bullied and humiliated others, a damning review has found.

Anthony Fuggle, 58, who taught until 2013 at the junior division of St Paul’s School, in southwest London, wrote love letters to one 12-year-old and said he “didn’t know how he could live” without him. He stroked the hair of another boy and gave him money.

Less favoured pupils became the classics master’s scapegoats. One, Harry Parsons, was initially a favourite but became so unhappy in Fuggle’s class that he hid from the teacher, sobbed himself to sleep and self-harmed.

His parents raised concerns with St Paul’s and its preparatory school, Colet Court.
