Honestly, I don't understand... This wiki will not be fully functional until I've created the necessary css and js, fixed the links on the menu bar, created some system messages needed by the proofread extension etc. etc. etc. I know that a week isn't long, but in the meantime we can't do almost anything on this wiki... Huh! I didn't know that such elections could be run before a project is created: Candalua actually announced the impending creation of vec.source some weeks some weeks ago, but we all waited for this creation to actually take place, and in the meantime it's been self-explanatory that Candalua was the ideal candidate to administrate it. I'll remember this particular feature: on Incubator and Oldwikisource admins can be assigned to a project before the project itself is created. And however... Candalua was already elected sysop on OldWikisource. -jkb- is active on Oldwikisource, and he surely know this so I don't really address this message to him, but rather I don't want anyone to have the wrong interpretation of Candalua's words. εΔω 22:58, 22 November 2010 (UTC)
This is not the problem of wrong interpretation, but another one that should be discussed on another place. The fact is: in the last time there were created some more projects (frr:wiki, pfl:wiki etc.) that have been paralysed because of an absolute lack of admins, and this is an unsustainable situation. The vec.source has been created on Nov 14, Candalua got his right on Nov 22. See above his remarks. -jkb- 11:59, 23 November 2010 (UTC)

Er... Candalua has patiently translated almost every single message involving vec.wiki* interface, and if he states so it means that some messages, mediawiki js and css are peculiar in the Wikisource interface and aren't included in translatewiki set. Candalua was elected sysop on Oldwikisource also because of this. εΔω 22:58, 22 November 2010 (UTC)

Orbilius, technically speaking, Jyothis is right: some messages are not translated, because were added or modified just in the last weeks. But I'm afraid I'm not translating them, unless they're very important messages. The interfaces messages are simply too many, if I was a MediaWiki developer I'd think about shortening the messages, reusing the same message when it's possible, and using simpler words that everyone can understand and that are easier to translate.

On 16 October 2009, voting page was created to desysop Ruben, as community though that Ruben was inactive for long time. The very next day, logs were rechecked and we've noticed that Ruben actually performed sysop duties, but we looked though his contributions not logs, so we missed that. After that, that voting was cancelled, and Ruben remained sysop, and performed his duties several times later. Year later, in October 2010, user 6AND5 placed his vote, on very same page. In Village pump, when he asked to vote, I explained that he used a wrong place to vote for that. That was a reason for rest of community not to participate in voting. Nor did anyone replied in support of that idea. User 6AND5 didn't took any actions to create new voting, but month later, he posted here a request to desysop Ruben, providing link to that old voting. I believe stewards didn't notice that all but one vote, were from 2009 year, and couldn't understand that there was a notice, that voting is cancelled, as it was in Armenian. As Ruben was desysoped because of series of misunderstandings, and without actual community decision, I request his flag to be brought back. --Xelgen 23:00, 21 November 2010 (UTC)

Since I was the steward performing the desysop I would like to apologise for the error. Since I do not speak Armenian myself I used several translators so that I could figure out what was happening there. If the vote was cancelled indeed the rights should be restored as the wiki do not have local bureaucrats. Thanks. Language issue is natural and understandable. There's also my fault, not to take care of this earlier, and not being active recently, so I can guide new users. The RFC is not policy, but I doubt that you will find a steward who will promote someone to bureaucrat where there are a total of two votes and the existing bureaucrat was not, as far as I can tell, contacted at all. This is, of course, exactly the reason I started that RfC to begin with: So we'd have a firm policy and when "obvious" declines like this come up, they can be handled with a minimum of fuss. To avoid violating "meatpuppetry" guidelines, it'd be preferable that the teenage voters don't have enough time to meet eachother, get married, have children, and those children have grandchildren, all of which are voting on the same issue. Comment Comment There's an ongoing (if slow) discussion at Requests_for_comment/Minimum_voting_requirements#Minimum_requirements_to_elect_Bureaucrats which you may want to join regarding the subject of how many votes are required to prove that a local community is active enough to qualify for local bureaucrats. To protect your project, you may want to consider implementing an inactivity policy of some sort, along the lines of "If I'm inactive for X months, people with access may perform bureaucrat related tasks in my stead". We do not have any policy allowing us to remove rights just because users are inactive. This needs to be discussed locally (and a user talk-page isn't a local discussion, it's a discussion with one local user). Not done Laaknor 20:45, 6 November 2010 (UTC)

At the top of this page I see : « This page is for requests to have stewards grant or revoke administrator, bureaucrat, checkuser, and oversight rights on Wikimedia wikis which do not have a local permissions procedure ». As there is no local permissions procedure it seem the right place to ask for a flag revocation.

I also see : « Please only make requests here after gaining the on-wiki approval of your local community. ». The approval of the unique active user (ie unique member of the communauty) is the approval of the local community.

How do you think we should establish a local consensus on a wiki with no users ? What is the global policy about removal of flags, considering that the flag was granted after a consultation of 3 days, with 2 opinions ? There is now the same number of users to ask for the removal localy (me and Natsubee) and you could add Quentinv57 who also edited there :p

It's very strange to be very permissive on the acquisition of a flag, and so strict for it's removal. Furthermore on an inactive account.

It's what I've been saying all along, but policy is as follows: permanent admins get to keep their flag even if they don't do anything while those who are actually active must run to meta every 3 or 6 months, because they don't have enough votes; if you want to change that, you need to hold a vote, which you cannot because you don't have enough votes. Excuse me for reviving this discussion so soon after it was archived, but I feel that certain details were not well explained which led to some haste and waste. Since I am also in touch with these details, I'd like to mend the matters and explain again why is this request for an exception of the general rules.

The Bulgarian contributing community is relatively small, not enough human resources to cover all sister projects and most of the people who voluntarily contribute to Wikimedia are those who contribute to Wikipedia. Another reason, especially concerning BG Wikinews, may be that, to the best of my knowledge, we don't have in Bulgaria a news media that originally releases news under free license, so we don't have such a free data source, while using non-free media (paraphrasing texts, access to images) consumes more efforts than those available.

Now, one of our wikipedians Grigor Gatchev (Григор Гачев, check SUL, a local user, bot operator, holder of several own wikis, programmer and active promoter of free software) used his personal contacts and managed to convince one relatively small but flexible Bulgarian news media to release some of its content under CC-BY. He also programmed a special bot to wikify and import this content on a daily basis, roughly 20-30 articles per day. Which already comprises a big resource, at least big for our humble standards; and freely licensed, which is no less victory :)

So, he will need bot status. But before he leaves the bot running, he will need to first make some tests which require the flag be changed on, off, on, off... (due to some already encountered problems with captcha and other fine tunings). Which means either constantly bugging stewards with such requests (which would take much more time, efforts) or the other option is that we have a local bureaucrat on BG Wikinews, and so far there is only one admin, Borislav, the person who once requested the opening of all BG projects and has been given either bureaucrat or admin rights in all of them (check his SUL and user rights). This is why Grigor used the phrase "natural choice" in his first request.

Our point is that presently there is nothing in BG Wikinews, around which a community may be built, while Grigor's efforts to run the news bot may very soon break the vicious circle and bring readers, and of course editors. An explanation was given that the wiki must have at least 5 admins in order to apply for crat, but with a *currently* active and interested community tending to zero this simply cannot happen in reasonable time.

So a community may start forming, only when there is *something* around which they may gather, a resource, which has lacked for about 6 years, and only now we have the chance to have it. Once we have the content, admins and crats will be very soon really needed to clean after the (inevitable) vandals, to help operating the bot (giving and removing the flag when needed) and do maintenance which is not accessible to regular editors. One admin will not be able to do all the job, while the lack of a crat to facilitate the bot operator's job will hinder its initial fine-tuning which may affect the quality of the bot job. It is not a good idea to make the project's progress constantly dependent on stewards for decisions of purely operational nature.

In other words, it is really an exceptional request that we'd like to be granted more trust than the usual procedure provides, but the idea and the expected result is really promising and the people involved (Borislav and Grigor, after writing you - me too :-) ) are not going to abuse this trust, as we haven't done it so far in all other sister projects where we actively contribute.
