To answer Snowolf - usual Wikibooks policy stuff - this isn't Wikipedia so you can't expect precision!
The two relevant sections from the policy page are in two separate paragraphs:
"Sysops who do not meet any activity expectations (detailed below), or those who break policy, or those who abuse their powers, can be nominated for de-adminship at the Wikibooks:Requests for permissions page."
"Administrators are expected to be active (see Sysop activity on Wikibooks). There are no hard and fast definitions on what it means to be "active" but a good guideline is to have at least 20 edits in the last year and 1 edit within the past month. Even this might not be enough, if administrator privileges have not been used (or not been used correctly) within the past year."
The reasonable interpretation of that is that inactivity is a combination of 20 edits in the last year AND 1 edit within the last month AND some use of the sysop bit in the last year.
Me, I don't care that much and have no problem letting Swift keep the bit forever. However, after a couple of emails and no response to the talk page I'm following normal practice of de-privileging accounts that may be at future risk of compromise due to an inactive owner. As I understand it, the policy mandates automatic desysoppal without notification and need for consensus only for accounts completely inactive for one full year, which, with 11 edits during the past year, Swift is not. Now he's clearly inactive, hasn't used the tools in forever, etc., but my impression was that there was a requirement for consensus to remove for inactivity without the automatic clause ("Sysops who are especially inactive, specifically for at least one year or longer, can be removed without a consensus discussion."), which a simple notice by yourself without anybody else commenting on it clearly cannot fullfill. That said, as Dungodung clearly interprets the policy differently and has performed a desysop, it's a mute issue. Snowolf How can I help? 07:41, 4 April 2012 (UTC)
I do think it is important actually. The smaller projects (and I'm sure this is generally true) haven't spent years and hundreds of editors contributions to writing policies that would stand up in a court of law. For this reason you do have to rely somewhat on previous interpretation of the policy instead of trying to create a new interpretation every time. In this case (and I got bored at three) you can see previous de-sysops one (...while this user was active as recently as September, they have made less than 20 edits in the past year and not used the tools in a year, fulfilling both definitions of inactivity according to the policy) and two (...the below administrators / bureaucrats have been inactive for one year or longer besides a few spare edits.) and three (...'Fewer than 20 edits in the last year, no edit in the last month. Admin tools used only once in the past year) as examples of previous application of the same policy. Two of these had one "supporter" only by the way which was me. It's pretty normal for nobody to oppose or support an inactivity de-sysop. Incidentally, we're probably going to need to tighten up a load of the policy wordings at WB simply because this issue of "intepretation" keeps coming up. Cheers QU TalkQu 08:06, 4 April 2012 (UTC)

Upon the community consensus (4 agree ("souhlas, souhlasím"), 1 disagree ("nesouhlasím")) I would like to ask for importer's rights on cs.wv. I would like to help with importing pages from wikies, for which transwiki import is not enabled. Within the time, I would like to cooperate with developers in enabling such import to transwiki import.

Note that this request was here about month ago. When I realized I don't have rights, I started to search what happened. It can be seen here: User talk:PeterSymonds#Rights removal. Basically, user:Danny B., who doesn't like me, probably manipulated steward to remove my importer rights. After discussion with PeterSymonds, I would like repeat the request. As I don't see objections presented "somewhere" by Danny B. Danny B. presented his non-supportive point of view on cs.wv, which was discussed by community (if you like, I will translate that discussion to English). Juandev (talk) 17:03, 1 April 2012 (UTC)

Not done PeterSymonds removed the right [5] due to local concerns. I understand those concerns and stand by PeterSymonds' actions and endorse the removal. You will have to run a completely new request local on cswikiversity that includes more of the community, addresses the decenting opinion and has at least a two-three week run period. Well, this is really "interesting" situation and bureaucratic step. PeterSymonds removed the right upon private request of Danny B. on IRC (which is not even log it anywhere!), which is in personal dispute with Juandev (or Juandev is in personal dispute with Danny B., just make it politically neutral). The result of election on cs.versity is relatively easy. 4 people are supporting, one is again (and "surprisingly" is the person which was asking out of official canals). So because of private and non-official request of Danny B., you are ignoring results of local community and trying to make a new election. Yes, it makes sense... And again, I do not really care if Juandev will have or not the rights, however this procedure of ignoring local community and private request without logs is strongly unethical and contra-productive. --Chmee2 (talk) 07:48, 2 April 2012 (UTC)

Basically the election needs to be redone from scratch. The original election took place in January, then the flag was removed, under some controversy. How is the new page more appropriate ? The intro only talks about bot requests and if you look at the interwikis you clearly see this is a page for bot permissions. I'm not even talking about the more "visibility" aspect, and I wonder if the previous ones to request something on this Community Portal even visited the Tsétsêhéstâhese Wikipedia since the local url to to the Community Portal was different until yesterday. I don't understand why you make such a big affair with that, I could have just copy-pasted the templates without respecting the original authors and nobody here would have ever find out... What you should really ask is "What harm giving this user import rights on this Wiki can cause, and is there a real risk ?" and "Assuming good faith, is there a benefit in giving this user those rights, and will he really use those to contribute ?" The new location is where more people look for notices etc. As to what harm import can cause, if you don't know that then I'd say you are not ready to have it. AGF does not come into play when requesting a right such as import. The candidate must show they need it and know how to use it. As I said in the first message, I have used this tool before on another Wiki, and never had any bad comments from it. Secondly, I didn't say it couldn't cause any harm, but that's the questions one needs to ask himself when looking at the requests on this page. Copy-pasting is a way more tedious process for templates using a lot of sub-templates (you can look at the Import log for the aforementioned template, and it's still missing some sub-templates and the ones they use), or maybe you could come help us by copy-pasting what we need then. Finally, I'm pretty sure the concept of founding principles is that they are applied at all times, and I really don't like to be treated as if I will vandalize something after having showed with time that I'm here to contribute. I would like get rights to transwiki pages from other wikis as a part of my work on centralizing the manual pages for software to one central wiki, at this moment, per discussions on wikitech it's not clear if meta or mww is better for this, so result is that most of mediawiki related sw is on mediawiki and other software is being moved on meta, I on am already a sysop on mediawiki.org so I can import there, but I would like to be able to transwiki to this site as well.
