As per Hindu Scriptures, once sage Bhagirathi strictly penanced to Lord Brahma and Lord Shiva to send Ganga on earth so that his ancestors could be released from the curse and attain salvation. Lord Brahma asked him to perform penance to please Lord Shiva as only he could control the flow of Ganga otherwise it could be destructive so he performed the same. Goddess Ganga then emerged from the foot of Lord Vishnu then Lord Shiva first gave place to Ganga in his hair and then released the flow of Ganga.
