Scottish government officials reported that a teenage jihadi bride who left Glasgow to join Isis in Syria was regarded as a victim “who needed help”.

Aqsa Mahmood was seen in her community as a “young girl who made a bad decision”, official emails reveal.

Mahmood, then 19, joined Isis in 2013 and became an online propagandist for the terrorist group.

She was widely condemned at the time, although her horrified family disputed claims that she had tried to recruit other young women to her cause.

British authorities cancelled Mahmood’s passport, making it impossible for her to come home, should she have wanted to. It is now believed that she is dead.
